    NOTICE OF UNSOLICITED PROPOSAL FOR PUBLIC-PRIVATE PARTNERSHIP OPPORTUNITY FOR TRUMBO ROAD WORKFORCE HOUSING PROJECT

    Monroe County, Florida, Purchasing Office, Gato Building, 1100 Simonton Street, Room 2-213, Key West, Florida 33040

    NOTICE IS HEREBY GIVEN that Monroe County, Florida has received an unsolicited proposal submitted under the provisions of Section 255.065, Florida Statutes, Public-Private Partnerships, for design, construction, financing and management of a twenty-unit workforce housing project on approximately 1.1 acres of County-owned real estate at 250 Trumbo Road in the City of Key West as well as the provision of fourteen (14) units of workforce housing on property owned by the proposer at 5312 Third Avenue on Stock Island, Florida for residency by the staff of the Office of the Monroe County Sheriff and/or other county or city safety force personnel at rental rates (as amended year to year) which follow the City of Key West Workforce Housing Guidelines for the Trumbo Road property and the Monroe County Affordable Housing Guidelines for the Third Avenue property. The County-owned site is located adjacent to the Key West Steam Plant Property near the Key West Bight and is currently a vacant, scarified parcel. The parcel is deed restricted affordable based on the Interlocal Agreement between the City of Key West and Monroe County. The site and associated site are depicted below:

     

    Under Section 255.065, Florida Statutes, the County is required to publish notice of the acceptance of an unsolicited proposal and a willingness to accept competing proposals. The Board of County Commissioners of Monroe County has determined that this unsolicited proposal is sufficient for consideration on a preliminary basis and, as such, Monroe County will accept competing proposals to finance, develop, construct and manage a project that will result in the provision of no less than thirty-four (34) units of workforce housing for use by the staff of the Office of the Monroe County Sheriff or other county or city safety force personnel during this notification period. No final decision has been made relative to accepting this or any proposal for this project. Persons or entities submitting competing proposals are advised that such proposals must be in compliance with Section 255.065, Florida Statutes including, but not limited to, subsection 255.065(4), Florida Statutes.

    The County reserves the right to reject any or all proposals, and to negotiate a comprehensive public-private partnership agreement with the Proposer whose proposal best serves the interests of the County. Nothing contained herein shall be interpreted as an obligation or binding agreement by the County regarding the Project.

A copy of the unsolicited proposal received by the Monroe County Board of County Commissioners may be requested from DemandStar at www.demandstar.com or www.monroecountybids.com.

    In response to Covid-19, the Monroe County Purchasing Department will be implementing a new electronic process for receiving and opening bids and proposals.  Monroe County is committed to continuing to receive and process competitive solicitations while maintaining the health and safety of our employees and those who attend bid openings.  Please do not mail or attempt to deliver in person any proposals.
