PURPOSE AND EFFECT: The Department is creating a new rule Chapter 62-772, F.A.C., that provides the procedures the Department will utilize for the procurement of contractual services for the cleanup of state-funded petroleum contaminated sites. The Department anticipates creating the above list of rule sections and titles; however, these may be amended or new sections added as public input is received and the Department creates this new chapter. The procedures will allow the Department to implement its petroleum cleanup program in a more efficient and cost effective manner.

SUBJECT AREA TO BE ADDRESSED: Develop rules providing procedures for the Department's procurement of contractual services through competitive solicitation for the cleanup of petroleum contaminated sites including: a rule describing the applicability and purpose of the chapter, defining terms used in the chapter, contractor qualifications, procedures for the competitive procurement of a pool of qualified contractors, procedures and exceptions for competitive procurement methods, procedures for assignment of work to contractors, and payment procedures.
