Proposals are requested from State CERTIFIED ROOFING CONTRACTORS by the State of Florida, Department of Children and Families, hereinafter referred to as OWNER, for the construction of:

TITLE: ROOF REPLACEMENT TO BUILDING NO. 11, KITCHEN/FOOD SERVICE

PREQUALIFICATION: Each prime Bidder shall be state-certified in accordance with Chapter 489, Florida Statutes, as a Certified Roofing Contractor. Bids from firms not able to furnish proof of the required certification are subject to disqualification.

MANDATORY PRE-BID MEETING: A mandatory pre-bid meeting will be held on Wednesday, June 14, 2017 at 11:00 a.m. local time. The meeting will be held at Northeast Florida State Hospital Maintenance Building #19, Conference Room, State Road 121 South, Macclenny, Florida.
BONDING REQUIREMENTS: See Section B-11 for bid guarantee requirements. See Section C-5 for performance and payment bond requirements.

CONTRACT AWARD: The Bid Tabulation and Notice of Award Recommendation will be posted within two business days, at the location where the bids were opened. If no protest is filed per Section B 21, "Notice and Protest Procedures”, the OWNER will award a contract to the qualified, responsive low Bidder in accordance with established departmental contracting procedures (CFOP 70-7). In the event that the Bid Tabulation and Notice of Award Recommendation cannot be posted in this manner, then all Bidders will be duly notified.
SUMMARY OF WORK: The Florida Department of Children and Families (DCF General Services, Office of Design and Construction and Northeast Florida State Hospital) will handle the coordination with the contractor on this project. All work to be performed shall be located on the campus of Northeast Florida State Hospital, Building #11, Kitchen/Food Service, State Road 121 South, MacClenny, Florida. The existing building (190 squares plus or minus) roof system consist of 5 plies of glass felt hot mopped with hot asphalt and coated with gravel over 1/2" Retrofit cover board, 1.5" ISO over a gypsum substrate. The Work shall consist of removing the existing roofing system down to the gypsum deck. Contractor shall install new base sheet mechanically fastened, install modified bituminous vapor retarder sheet torched down, two layers 1.5 insulation board, ½” thick gypsum-fiber roof board and 60 mil PVC adhered membrane roofing system. install new fascia and drip edge on all edges. Start-up date, October 1, 2017.
