SUMMARY: The rule sets for the provisions for the BONUS DOUBLE MATCH Retailer Double Sales Commission retailer incentive.

THE FULL TEXT OF THE EMERGENCY RULE IS:

53ER17-31 BONUS DOUBLE MATCH Retailer Double Sales Commission.

(1) Beginning May 29, 2017, the Florida Lottery will conduct the BONUS DOUBLE MATCH Retailer Double Sales Commission retailer incentive. The retailer incentive will conclude upon the date estimated funding set forth for the retailer incentive has been utilized or on June 21, 2017; whichever date occurs first (“Incentive Period”). Retailers will be notified of the official end date of the retailer incentive by retailer terminal messaging.

(2) During the Incentive Period, the Florida Lottery will pay Florida Lottery retailers an additional five percent bonus sales commission in addition to the standard five percent sales commission (“Double Sales Commission”) on the total value of each full book of BONUS DOUBLE MATCH Scratch-Off Florida Lottery tickets (Game Number 1348) settled.

(3) The standard sales commission will be reflected on the retailer’s weekly Settlement Report.

(4) The bonus sales commission will be reflected on the retailer’s weekly Settlement Report as an adjustment at the conclusion of the retailer incentive.

(5) Retailers who settle one or more BONUS DOUBLE MATCH books of tickets during the Incentive Period and subsequently return such book or books of tickets will be subject to revocation of the bonus sales commission.

(6) Retailers whose Florida Lottery contracts are terminated or inactivated prior to payment of the bonus sales commissions shall be paid the commissions earned provided said termination or inactivation was not due to noncompliance with Chapter 24, Florida Statutes, Chapter 53, Florida Administrative Code, or terms of the retailer contract.

(7) Bonus sales commissions will be considered compensation to the retailer for Internal Revenue Service purposes. The Florida Lottery reserves the right to apply a bonus sales commission earned against a retailer’s outstanding debt to the Florida Lottery.
