PURPOSE AND EFFECT: Rulemaking is needed in response to legislative changes to Sections 101.6952 and 102.166, Florida Statutes, which now requires the Department of State to adopt rules for how to determine a voter’s definite choice for ballot measures and judicial merit retention races using a federal write-in absentee ballot.
