PUBLIC ANNOUNCEMENT
REQUESTING QUALIFICATIONS FOR DESIGN - BUILD TEAMS
The State of Florida, Department of Military Affairs (DMA), Construction & Facility Management Office (CFMO) requests qualifications from State of Florida registered licensed General/Building Contractors (GC) and Architect/Engineering (A/E) Teams for Design-Build Services for the following project located at Plant City, Florida.

PROJECT: 217001 –National Guard FMS #7 Renovations, Plant City, Florida
Preliminary budgetary estimations have identified this as a Level 5 construction project.
STATEMENT OF WORK: Design and construction services for facility renovations to a minimum life of 50 years, with energy efficiencies meeting on average ASHRAE 189.1 standards through improved building envelope and integrated building systems performance. Cost effective, energy conserving features are to be incorporated into the design, including energy management control systems and high efficiency motors, lighting and HVAC systems. CFMO has a goal of reducing the FMS’s overall power consumption with these renovations. This building renovation will be designed and constructed to meet area Water Management District requirements, Industry standards as well as local, State, and Federal Building Code requirements.
Project shall be designed and constructed to attain LEED Silver Certification.
SERVICES TO BE PROVIDED: CFMO will contract with a single contract entity whose Design- Build team shall provide all services including, but not necessarily limited to: Upgrade for ADA compliance; latrine upgrades; HVAC, plumbing and mechanical upgrades; electrical upgrades and code compliance; interior finishes; flooring replacement; reroofing; upgrade to gutter and downspouts; preconstruction, schematic and preliminary designs; constructability reviews; complete design and engineering; construction documents; specifications; detailed line-item construction cost estimates; procurement; permitting and permit fees; bidding; labor, materials, equipment, and construction management required to provide a finished product to meet all applicable codes.
Blanket professional design liability insurance will be required for this project in the amount of $250,000.00 and will be provided as a part of the services. Construction general liability and builders’ risk insurance will be required and will be provided as a part of the services.
Respondent must be capable of bonding at 100% of the value of the contract with a surety licensed to do business in the State of Florida with a Best rating of A, Class VIII.
The Department reserves the right to reject any and all submissions or accept minor irregularities in the best interest of the DMA.
