    June 18, 2013 initiation of 30-Day comment period for the Substantial Amendment to Florida's Annual Action Plan

    Public Hearing to receive comments in person as well as to discuss written comments submitted during the 30-day comment period

    GENERAL SUBJECT MATTER TO BE CONSIDERED: The Department of Economic Opportunity (DEO) announces (1) the release of the DRAFT Substantial Amendment to the Annual Action Plan, (2) commencement of the 30-day comment period, and (3) the public hearing to receive public comments to which all interested parties are invited.

    PURPOSE: To conduct a public hearing to encourage citizen participation regarding the Substantial Amendment to the Annual Action Plan for Federal Fiscal Year 2013. The Substantial Amendment to this Plan requires a 30-day comment period to be undertaken.

    SUMMARY: A Substantial Amendment to the Annual Action Plan is required if there is a change in allocation priorities or a change in the method of distribution of funds. On May 14, 2013, the State of Florida submitted an Annual Action Plan to the U. S. Department of Housing and Urban Development (HUD) in order to receive federal funding from that agency. The Plan covered the grant programs funded by HUD. Grant programs included in the Plan are administered by four state agencies: the Department of Economic Opportunity–Florida Small Cities Community Development Block Grant (CDBG); the Department of Children and Families–Emergency Solutions Grant (ESG); the Florida Housing Finance Corporation–Home Investment Partnership (HOME); and the Department of Health–Housing Opportunities for Persons with Aids (HOPWA). The Plan specified the manner in which the funds will be distributed to eligible applicants. Since that time, HUD announced the revised budget allocations for each of these programs requiring this Substantial Amendment to the Annual Action Plan.

    ACTION TO BE TAKEN: At the public hearing to be held on July 18, 2013 at 2:00 p.m., staff from the CDBG, ESG, HOME and HOPWA programs will review and accept comments on the Substantial Amendment to the Annual Action Plan. A draft of the Substantial Amendment is currently available for review and comment on the Department’s website: http://www.floridajobs.org/Annual-Action-Plan. Comments on the Substantial Amendment will be accepted beginning June 18, 2013, and will conclude on July 18, 2013.
