    64C-11.001Curriculum for Investigations and Handling of Sudden Unexpected Infant Death

    PURPOSE AND EFFECT: The purpose of this proposed new rule chapter is to implement rules consistent with Section 383.3362(3)(c), Florida Statutes, which is to establish training standards for first responders to a Sudden Unexpected Infant Death related to investigating such cases and to be able to appropriately respond to parents and caretakers who have requested assistance.

    SUMMARY: The rule defines first responders, requires that they receive training in the investigation of Sudden Unexplained Infant Deaths, and incorporates a Sudden Unexplained Infant Death Investigation Curriculum Guide for the training of first responders.

    SUMMARY OF STATEMENT OF ESTIMATED REGULATORY COSTS AND LEGISLATIVE RATIFICATION: The Agency has determined that this will not have an adverse impact on small business or likely increase directly or indirectly regulatory costs in excess of $200,000 in the aggregate within one year after the implementation of the rule. A SERC has not been prepared by the Agency.

    The Agency has determined that the proposed rule is not expected to require legislative ratification based on the statement of estimated regulatory costs or if no SERC is required, the information expressly relied upon and described herein: Firefighters and law enforcement agencies and other first responder entities have largely already incorporated the required training standards into their training curriculum. Material to meet the required training standards is available at no charge from the U.S. Centers for Disease Control and Prevention’s Sudden Unexplained Infant Death Initiative website. Based on the SERC checklist, this rulemaking will not have an adverse impact or regulatory costs in excess of $1 million within five years as established in s. 120.541(2)(a), F.S.

    Any person who wishes to provide information regarding a statement of estimated regulatory costs, or provide a proposal for a lower cost regulatory alternative must do so in writing within 21 days of this notice.

    64C-11.001 Training Standards for First Responders to a Sudden Unexpected Infant Death Curriculum for Investigations and Handling of Sudden Unexpected Infant Death

    (1) For the purpose of this rule, the term “first responders” means a law enforcement officer, firefighter, emergency medical technician, paramedic, or other individual serving in similar capacity, that is the initial person at the scene of a sudden unexpected infant death.

    (2) All first responders will complete a course of instruction that includes curriculum on investigating a case of sudden unexpected infant death and responding to the affected parents or caregivers.

    (3) The Sudden Unexpected Infant Death Investigation Curriculum Guide (March 2007), is herein incorporated by reference and is available at___________, or from CMS Headquarters at 4052 Bald Cypress Way Bin #A06, Tallahassee, Florida 32399.
