PURPOSE AND EFFECT: This rulemaking will address changes to federal regulations that affect the program and provide technical cleanup to the recent rule revision including edits to the forms.

SUBJECT AREA TO BE ADDRESSED: The rule covers the application process for Community Development Block Grant funds; the citizen participation requirements that must be met; and the administrative requirements of subgrants, including program implementation, procurement, audit and reporting requirements, and modifying and closing out subgrant agreements.
