    PURPOSE AND EFFECT: To move the application form from a paper-based format to an online format to streamline the review and recognition process. This will allow downloading of MSID numbers and school names for certificates, principal’s email and school mailing addresses for correspondence, principal’s and superintendent’s acknowledgement statements, website links, and other evidence of meeting the Purple Star criteria for reviewers.

    SUMMARY: The Purple Star School of Distinction Designation recognizes schools that support the unique needs of military families by helping military-connected students navigate critical challenges and providing resources for military-connected students when transitioning to a new school environment. The rule provides criteria on how to obtain the distinction and the renewal process.

    SUMMARY OF STATEMENT OF ESTIMATED REGULATORY COSTS AND LEGISLATIVE RATIFICATION:

    The Agency has determined that this will not have an adverse impact on small business or likely increase directly or indirectly regulatory costs in excess of $200,000 in the aggregate within one year after the implementation of the rule. A SERC has not been prepared by the Agency.

    The Agency has determined that the proposed rule is not expected to require legislative ratification based on the statement of estimated regulatory costs or if no SERC is required, the information expressly relied upon and described herein: Based upon the nature of the changes, this proposed rule is not expected to have any adverse impact on economic growth, business competitiveness or any other factors listed in s. 120.541(2)(a), F.S., and will not require legislative ratification. No increase in regulatory cost are anticipated as a result of the rule changes.

    Any person who wishes to provide information regarding a statement of estimated regulatory costs, or provide a proposal for a lower cost regulatory alternative must do so in writing within 21 days of this notice.

    6A-1.0999 Purple Star School of Distinction Designation.

    (1) No change.

    (2) Definitions.

    (a) through (b) No change.

    (c) “School” means a public school, as defined in Section 1003.01(2), F.S., a charter school, as defined in Section 1002.33, F.S., or a private school participating in a state scholarship program under Chapter 1002, F.S.

    (3) Schools must meet the following criteria in order to earn the designation as a Purple Star School of Distinction:

    (a) through (e) No change.

    (f) Each school must complete at least three of the following activities to support military families:

    1. The school hosts at least one of the following annual military recognition events: Month of the Military Child, Month of the Military Family, Purple-Up! For Military Kids!, Veteran’s Day, Memorial Day;

    2. through 6. No change.

    (4) Application and renewal.

    (a) Schools Beginning with the 2022-23 school year, a school that meets the criteria for the Florida Purple Star School of Distinction Designation must report the information listed in subsection (3) of this rule to the Department of Education by completing the Purple Star School of Distinction Application form, PSDA-1, (http://www.flrules.org/Gateway/reference.asp?No=Ref-14149) (effective August 2023 May 2022) and submitting the completed form to PurpleStarSchools@fldoe.org by September 30 of each school year. This form is incorporated by reference and may be obtained at https://www.fldoe.org/schools/family-community/activities-programs/parental-involvement/purple-star.stml from the Florida Department of Education, 325 West Gaines Street, Tallahassee, Florida 32399.

    (b) through (c) No change.
