PURPOSE AND EFFECT: The purpose of the amendments to these rules is to update them to reflect recent statutory changes concerning the filing of annual financial disclosure forms. In particular, the updates will clarify that filers can include attachments and supporting documentation when filing their disclosures, and that filers can submit their income tax returns for purposes of reporting their income on certain forms. The updates will further clarify that mayors, certain elected municipal officers, and Commission on Ethics members are now legally required to file a CE Form 6. They will also clarify the applicability of the training certification to accommodate recent changes to the statutes. In addition, the amendments will reflect that--beginning on January 1, 2024--the Commission on Ethics will accept the filing of the CE Form 1, CE Form 1F, and CE Form 1X only through the electronic filing system created and maintained by the Commission as provided in Section 112.31446, Florida Statutes. Finally, the amendments to these rules will update, clarify, and re-adopt the instructions incorporated by reference within them to reflect all changes described herein. The calendar years referenced in the instructions also will be updated.
