    NOTICE TO ARCHITECT/ENGINEERS BT-919 Engineering Building

    The Florida International University Board of Trustees announces that services in the discipline of Architecture/Engineering are required for the project identified below:

    Project Name and Number: Engineering Building, BT-919

    Project Location: Modesto Maidique Campus, Miami, Florida 

    Project Description: 

    The building will be located on the Modesto A. Maidique campus to facilitate and enhance ongoing and future collaborations between the College of Engineering and Computing and the health sciences colleges of medicine, nursing, and public health. Many of the most significant breakthroughs in health sciences will increasingly be at the interface between these disciplines and engineering and computer science. The project budget includes costs of upgrading and extending existing central campus infrastructure to the project site.

    In anticipation of the growth expected through the FIU 2020 Strategic Plan, the Department of Defense engineering needs projection for the next decade, and the President’s Jobs and Competitiveness Council call for 10,000 additional engineers, FIU will commit E&G funding for over 100 new engineering and computer science faculty. The proposed engineering building will provide laboratory and classroom facilities for these new students and faculty. Through this new facility, faculty and students, FIU will graduate an additional 350 engineers and computer scientists annually, increase its externally funded research expenditures by $30 million annually, create 550 new jobs in the community, submit an additional 27 patent applications annually, and create one FIU intellectual-property-based company every other year by 2025.

    The Florida Legislature appropriated $10,000,000 for this project in 2017-18 and $20,641,537 in 2018-2019, which funded planning and partially funded construction for this important and critically needed facility. The 2020-2021 State appropriation includes $8,266,104 (subject to final approval), which brings the balance of funding to $38,907,641 for Phase 1 construction and equipment and partial funding for Phase 2 for planning.  Private

    fundraising and research indirect funding will comprise $15 million of $54 million of phase I total project cost, 28% of the total budget, to complete 67% of building shell space to be built primarily for research labs.

    FIU is committed to producing buildings that comply with sustainable energy conservation strategies and standards (minimum LEED Silver Certification).

    The project scope may be modified by FIU, in its sole discretion, to reduce scope, or to include additional spaces or square feet should a funding source for such scope increases be identified prior to project completion. The project is planned to be designed and constructed in two or more phases. The first phase would include the project described in the approved Program dated June 22, 2020 as Phase 1. The second phase would include additional areas as generally contemplated in the description of Phase 2 in the approved Program. With required approvals, components of Phase 1 and Phase 2 may be revised due to funding changes and/or changing program needs. The selected Architecture/Engineering firm may be instructed to proceed with Phase 2 of the project if funding becomes available prior to completion of Phase 1.  However, FIU may elect to initiate a new selection process for A/E services for Phase 2 even if the A/E firm for Phase I has done preliminary work for Phase 2, and the selection of an A/E firm for Phase 1 is not a guarantee of any work for Phase 2.  Further, if funding for Phase 2 is not available prior to completion of the construction of Phase 1, a new selection process for A/E services will occur.

    INSTRUCTIONS:

    Firms desiring to apply for consideration shall submit copies of a Letter of Intent and Summary with an Introduction Narrative highlighting qualifications/legal nature of organization including a proposed organization chart and the following required proposal data attached:

    1. A completed "Florida International University Professional Qualifications Supplement (FIUPQS)." The latest version of official FIUPQS forms (FIUPQS_08_2015) must be downloaded from the FIU web site at https://facilities.fiu.edu/projects/BT-919.htm. Applications on any other form will not be considered.

    2. A copy of the applicant's current Professional Registration Certificate(s) from the appropriate Governing board. An applicant must be properly licensed and authorized to practice its profession in the State of Florida at the time of application, in accordance with Florida Law. If the applicant is a corporation, it must be properly chartered by the Florida Department of State to operate in Florida.

    Submit ten (10) bound copies of the required proposal data and one electronic copy in Adobe Acrobat PDF format of the requested qualifications to: Selection Committee, Florida International University, Facilities Planning, Campus Support Complex, 11555 S.W. 17th St., Room CSC-142, Modesto A. Maidique Campus, Miami, Florida 33199. Applications that do not comply with the above instructions will not be considered. Application material will not be returned. The University reserves the right to suspend or discontinue the selection process at any time and to return or reject any or all submissions of qualifications without obligation to the respondent. The award of this contract is subject to availability of funds.

    The plans and specifications prepared by the A/E are subject to reuse in accordance with the provisions of Section 287.055, Florida Statutes. As required by Section 287.133, Florida Statutes, a consultant may not submit a proposal for this project if it is on the convicted vendor list for a public entity crime committed within the past 36 months. The selected consultant must warrant that it will neither utilize the services of, nor contract with, any supplier, subcontractor, or consultant in excess of the threshold amount provided in Section 287.017 for CATEGORY TWO in connection with this project for a period of 36 months following the date of their being placed on the convicted vendor list.

    FIU HAS CREATED STANDARD CONTRACT FORMS AND STANDARD INSURANCE REQUIREMENTS APPLICABLE TO A/E’S FOR A/E AND OTHER LICENSED PROFESSIONAL SERVICES TO PROVIDE FOR AN EFFICIENT AND EFFECTIVE PROCESS.  THESE FORMS ARE AVAILABLE FOR REVIEW AND CAN BE FOUND AT: http://facilities.fiu.edu/formsandstandards.htm
