    1 Background

    1.1    Florida Statute 288.980 has created State Defense Grants Programs. The Defense Reinvestment Grant (DRG) provides communities hosting military installations with resources to support military community relations. DRGs must be part of a plan to support the needs of an installation, and/or shall work in conjunction with defense-dependent communities in developing strategies that will help communities expand its non-defense economy, as appropriate. The Defense Infrastructure Grant (DIG) provides support for local infrastructure projects including those associated with the following issues: encroachment, transportation and access, utilities, communications, housing, environment, and security that have a positive impact on an installation’s community interface and military value.  Infrastructure grants may also be used to conduct studies, develop presentations, analyses, plans, and modeling in direct support of infrastructure projects. Eligible applicants include defense-dependent counties and cities, and local economic development councils located within such communities.

    1.2    Enterprise Florida, Inc. (EFI), the public-private partnership responsible for leading Florida’s statewide economic development efforts, is providing oversight and administrative support to Florida’s Defense Grants Programs.

    1.3    EFI is requesting proposals for the services of a qualified contractor to analyze and prioritize applications to the DRG and DIG programs. The contractor will make recommendations of grant awards and amounts to EFI. The contractor must demonstrate the experience, capability and approach required to effectively assist Florida communities in their efforts to support local military installations.

    2         Scope of Work

    The successful candidate will work under the guidance of EFI’s Vice President of Military and Defense Programs to thoroughly review and recommend rankings of DIG and DRG applicants based on provided criteria.

    2.1    Requirements and Methodology

    The successful proposal shall demonstrate the experience and resources to achieve the following:

    2.1.1           Review community applications for the DIG and DRG programs within a 2 week time limit from receipt of applications.

    2.1.2           Rank projects according to value to the community and the military installation.

    2.1.3           Recommend an award amount to each applicant that totals the budget appropriation: $1.6M for DIGs and $850,000 for DRGs.

    2.1.4           Provide EFI with a Conflict of Interest form from each judge.

    2.1.5           Provide EFI with an electronic and hard copy matrix from each judge that reflects their score of each project within each grant program.

    2.1.6           Provide EFI with an electronic and hard copy matrix of the aggregate of the judges’ scores for each project within each grant program.

    2.1.7           Present and discuss recommendations to EFI Staff.

    2.2    Budget

    2.2.1           Outline proposed cost to successfully complete the grant judging project.

    2.2.2           Complete the scope of work within the agreed upon budget.

    3         Contractor Qualifications

    The proposal shall include the military service experience of each member of the proposed judging team, as well as the firm’s qualifications relevant to the items below.

    3.1    Knowledge of the military value of Florida’s installations, ranges, and other military assets.

    3.2    Knowledge of all branches of military services.

    3.3    Awareness of the military’s role in economic development and understand of its significant economic impacts.

    3.4    Able to complete the scope of work within the given timeline.

    3.5    Prefer experience in successful completion of similar projects.

    3.6    Able to enter into a contract with Enterprise Florida.

    4         Processing

    4.1    Perspective contractors must submit the following:

    4.1.1           One original and one electronic copy of their proposal to the contact person identified in section 4.3.

    4.1.2           Cost proposal for performing the service.

    4.1.3           Copy of the contractor’s federal tax identification number include with their W9.

    4.2    Proposals are due to EFI no later than 5 PM EST, July 11, 2014. All proposals must demonstrate the capability to accomplish the requirements contained in this RFP, and will be evaluated according to the attached evaluation guide.

    4.4    Anticipated term of the contract will run from July 28, 2014 to August 28, 2014.

    5         Evaluation

    All proposals that meet the given requirements will be evaluated using the following process:

    5.1    Proposals will be screened for responsiveness to the contractor qualifications by the Manager, Military and Defense Programs.

    5.2    After screening, EFI Staff will review and recommend award of a contract to the most qualified applicants.

    5.3    Final approval authority for these defense grants programs shall be the President/CEO of Enterprise Florida, Inc. in his role as Florida Secretary of Commerce.

    6         Evaluation Guide

    The EFI Committee will utilize the evaluation guide below for the proposals.

    Ability to Successfully Complete the Project (30 points)

    • Necessary experience, organization, qualification, skills and facilities to accomplish the outlined tasks.
    • Demonstrated history of successfully performing work or projects that are similar to the duties of this project.
    • Contractor clearly identifies adequate number of qualified staff to complete the project successfully.

     

    Individual Qualifications (30 points)

    • Ability to represent each of the military services
    • Knowledge of Florida military installations and their missions

     

    Methodology (20 points)

    • Ability to complete the work in the specified time frame
    • Ability to document scoring and evaluation process

     

    Budget (20 points)

    • Proposed costs are reasonable for the associated scope of work.
