    PURPOSE AND EFFECT: This rulemaking is intended to implement statutory provisions which are effective July 1, 2014, related to the licensure of qualified active duty military and veterans and to address fee waivers for active duty military, veterans, and veteran spouses applying for licenses. The rulemaking adopts and incorporates forms. The effect is to provide an expedited application process for qualified active duty military and veterans including a waiver of certain fees, and to waive certain fees for veterans and veteran spouses applying for licensure.
