    Request for Proposal: Military Noise Study Services

    The Central Florida Regional Planning Council (CFRPC) requests Proposals from experienced consultants eligible to conduct Noise Studies for the US Air Force and the US Army for a Noise Study associated with the Avon Park Air Force Range (APAFR). The selected consultant will have extensive experience conducting Noise Studies for the USAF and US Army and familiarity with current and projected military equipment, practices, rules, regulations and procedures. The Council supports diversity in its employees and consultants and therefore encourages qualified minority and disadvantaged firms to apply.

    Project Overview

    A noise study is needed for the APAFR in order to supplement the Joint Land Use Study (JLUS) which was recently completed. The goal of the Noise Study is to accurately map noise levels generated from military operations at APAFR in order to protect existing property owners and promote compatible development. Technical information will be developed on noise generated by military vehicles, aircraft, munitions, weapons systems and airfield operations. Accurate understanding of noise levels is critical for the proper implementation of JLUS recommendations. The information generated will be provided to the affected local jurisdictions to identify and promote compatible land uses near the Range to protect the public health, safety, and welfare.

    The Council is seeking a qualified consultant with the ability to conduct a noise study that meets all of the requirements of the United States Air Force (USAF) and the United States Army. The Council will provide all GIS shape files developed during the APAFR’s JLUS.

Any questions concerning this RFP should be directed in writing to Shannon Brett, Program Manager, Central Florida Regional Planning Council at the address indicated below, or by e-mail at sbrett@cfrpc.org by 4:00 p.m. on June 8, 2011. Responses to questions will be in writing and will be posted on the CFRPC website at www.cfrpc.org on June 10, 2011.

    The deadline for submissions is 4:00 p.m., June 17, 2011. Proposals received after the deadline will not be considered.

    No questions regarding this RFQ may be directed to CFRPC Board members or CFRPC staff members other than the above designee. Violation of this prohibition may result in the disqualification of the consultant from further consideration. The Council reserves the right, in its sole discretion, to reject all submissions, reissue a subsequent RFP, terminate, restructure or amend this procurement process at any time.
