    Request for Qualifications

    NOTICE TO DESIGN/BUILD TEAMS REQUEST FOR QUALIFICATIONS

    The University of South Florida, St. Petersburg (USFSP), announces that Qualifications Based Design/Build Services, for design and construction services will be required for the project listed below.

    PROJECT AND LOCATION: USFSP Davis Hall Renovation, University of South Florida, St. Petersburg Campus, St. Petersburg, Florida.

    1. PROJECT DESCRIPTION:

    The project consists of the renovation of the second floor academic space of Davis Hall, including classrooms, faculty offices and research space on the USFSP campus. The primary goal and overarching purpose for this project is to empower and support student success through the delivery of high quality academic programs in a high-performing educational facility. USFSP is committed to providing enhanced environments in which to deliver these high quality academic programs for students to support student success. The limitations of the existing space inhibit the broad goal of providing the desired environment to the USFSP students, faculty and staff.

     

    The current Davis Hall facility is dated, inefficient and cannot accommodate the desired needs of the campus. Occupied since the 1980’s, the current second floor space is approximately 35,000 gross square feet. Through an appropriation of Public Education Capital Outlay (PECO) funds, $3,050,000 has been awarded and is currently available for the project. It is expected that this amount will fund the project in its entirely, including contingencies, with the single exception of the Furniture, Fixtures and Equipment (FF&E) for the project, which will be funded from a separate source. Although the FF&E component will be from a separate funding source it is expected that the FF&E scope and budget will be included into this contract and managed and delivered as part of this contract.

     

    The University of South Florida St. Petersburg (USFSP) shall select and contract with a single contract entity, to provide design and construction services to ensure and achieve the best competitive price to meet requirements, functionality, and quality.  The team shall consist of an Architect/Engineer (A/E) as the design element of the team and a Construction Manager (CM) as the construction element of the team.  The Design/Build Team (Design and Construction Services Team/DCST) shall be responsible for the management of the process and project to meet the project’s vision, scope, budget and schedule requirements for the project.  The DCST selection and contract shall be in compliance with the Qualifications Based Design/Build selection provisions in Section 287.055, Florida Statues and BOG Regulation 14.0055, including pre-construction fees, construction related service costs and a Guaranteed Maximum Price (GMP).

     

    It is expected that the selected Design/Build Team shall provide all services including, but not limited to, analysis of existing systems and conditions, verification of the Facilities Program, site analysis, professional services, specialty design services, budgeting, cost estimating, construction services, labor, materials, equipment, survey, geotechnical, testing, LEED Gold certification, commissioning, Interior Design, including selection, specification and coordination of Furniture, Fixtures& Equipment (FF&E), etc. required to design, construct, and furnish the project.

     

    It is the responsibility of USFSP to negotiate a fair, competitive, and reasonable compensation per Section 287.055, Florida Statues. A fair, competitive and reasonable compensation shall be evaluated based upon the following information:  1) compensation on similar projects; 2) other compensation reference data; and 3) after approval of the ranking, proposals requested from the shortlisted firms based upon a scope of services document to be provided at the time of negotiations.

     

    INSTRUCTIONS:

    Teams desiring to apply for consideration shall submit a Request for Qualification submittal consisting of the information as required in the Submittal Requirements of the Request for Qualifications (RFQ), including a letter of interest, a completed USF Design and Construction Services Qualification Supplement (DCSQS) with attachments, and any required or additional information within the proposal limits as described in the RFQ.  Applications on any other form may not be considered.  The RFQ and the DCSQS which includes project information and selection criteria, may be obtained by contacting India Smith, Facilities Services, University of South Florida St. Petersburg, 140 7th Avenue South / POR 102, St. Petersburg, FL 33701, issmith@usfsp.edu, (727) 873-4822, Fax: (727) 873-4566.  Applications which do not comply with the above instructions may be disqualified.  Submittals are part of the public record.  Application materials will not be returned.  Teams must be properly registered to practice its profession(s) and licensed as General Contractor in the State of Florida at the time of application.  If the applicant is a corporation, or a joint venture, it must be chartered by the Florida Department of State to operate in Florida at the time of application.  If the applicant is the contract entity and has a consultant to perform the design or construction services, the contract entity and consultant must have an agreement at the time of application to formally contract for consulting services.  Firms applying as “Associations” without a registered joint venture agreement or a contract entity and consultant without an agreement will not be considered.

    Request for Meetings:  Requests for meetings by individual firms will not be granted.  No communication shall take place between the applicants and the Selection Committee members, employees of USFSP, except as provided at the Pre-Submittal Meeting, the Pre-Interview Meeting and in the USFSP Design and Construction Services Qualification Supplement (DCSQS) and Request for Qualifications (RFQ), which includes project information and selection criteria.

    Submission:  One (1) original and six (6) spiral-bound copies of the submittals are to be submitted to the attention of Edward Lewis, University of South Florida St. Petersburg, Design and Construction Office, 140 7th Avenue South / TER 100, St. Petersburg, FL 33701 by 2:00 PM, July 9, 2019. Facsimile (FAX) or electronic submittals are not acceptable and will not be considered.  Submittals that do not comply with the above instructions may be disqualified.  The award of this contract is subject to availability of funds.  The University reserves the right to suspend, discontinue or cancel the selection process at any time and reject any or all submissions without obligation to the respondent.

     

    PROJECT SELECTION CRITERIA:

    Selection of finalists for interview will be made on the basis of professional qualifications of the proposed DCST, including team qualifications, team experience, and ability to provide services in meeting the project requirements and the goals and objectives of the of the project and USFSP Strategic Plan.

    As required by Section 287.133, Florida Statutes, a consultant may not submit a proposal for this project if it is on the convicted vendor list for a public entity crime committed within the past 36 months.  The selected consultant must warrant that it will neither utilize the services of, nor contract with, any supplier, subcontractor, or consultant in excess of $25,000.00 in connection with this project for a period of 36 months from the date of their being placed on the convicted vendor list.
