On April 11, 2018, the Florida Office of Financial Regulation, received a petition for waiver from 69W-700.001, F.A.C., which implements Florida Statutes 517.081 and 517.07. The Petitioner, Ronald Freeman, requested waiver of these rules and statutes. (The petition states that these rules and statutes have created a substantive hardship upon his legal right to make, issue, and sell private contracts for valuable consideration). **On July 9, 2018 the Office issued a Final Order Denying the Waiver of Rule 69W-700.001, F.A.C. The Office determined that the facts provided in the Petition are not adequate to render a determination whether the activities of Petitioner require the registration of securities.
