PURPOSE AND EFFECT: To adopt secondary pre-apprenticeship and apprenticeship programs which shall satisfy high school graduation requirements (one credit in fine or performing arts, speech and debate, or practical arts or eight credits in electives) pursuant to s. 1003.4282 Florida Statutes which shall be listed under “Additional CTE Programs/Courses,” all of which fall under the umbrella of the “Career and Technical Education Programs, Academic Year 2018-2019.”

SUMMARY: The Department is responsible for developing program standards and industry-driven benchmarks for career and technical education and adult general education programs. This amendment is to adopt secondary pre-apprenticeship and apprenticeship programs which shall satisfy high school graduation requirements (one credit in fine or performing arts, speech and debate, or practical arts or eight credits in electives) pursuant to s. 1003.4282 Florida Statutes. These progams will be listed under “Additional CTE Programs/Courses,” all of which fall under the umbrella of the “Career and Technical Education Programs, Academic Year 2018-2019.”

SUMMARY OF STATEMENT OF ESTIMATED REGULATORY COSTS AND LEGISLATIVE RATIFICATION:

The Agency has determined that this will not have an adverse impact on small business or likely increase directly or indirectly regulatory costs in excess of $200,000 in the aggregate within one year after the implementation of the rule. A SERC has not been prepared by the Agency.

The Agency has determined that the proposed rule is not expected to require legislative ratification based on the statement of estimated regulatory costs or if no SERC is required, the information expressly relied upon and described herein: The proposed rule does not require legislative ratification and is not expected to exceed any one of the economic analysis criteria set forth in Section 120.541(2)(a), Florida Statutes. The Career and Technical Education Standards and Industry-Driven Benchmarks and Adult General Education Standards provide secondary and postsecondary district institutions and the state college institutions a framework for providing these educational programs. These frameworks contain rigorous standards and benchmarks determined to be necessary for student success in college and careers in the selected programs. This amended rule will include the secondary pre-apprenticeship and apprenticeship programs which shall satisfy high school graduation requirements (one credit in fine or performing arts, speech and debate, or practical arts or eight credits in electives) pursuant to s. 1003.4282 Florida Statutes.

Any person who wishes to provide information regarding a statement of estimated regulatory costs, or provide a proposal for a lower cost regulatory alternative must do so in writing within 21 days of this notice.

(1) Section 1004.92, F.S., requires the Department of Education to develop program standards and industry-driven benchmarks for career and technical education and adult and community education programs. The criteria for qualification of individual courses for inclusion in the classification of secondary career education programs prescribed in section 1011.80, F.S., or Workforce Development Education programs as prescribed in section 1011.62, F.S., are annually adopted by the State Board and shall be published by the Commissioner in the documents titled, as follows:
