NOTICE IS HEREBY GIVEN that the Department of Financial Services, Division of State Fire Marshal (Department), has issued an order disposing of the petition for declaratory statement filed by David Woodside, President of Florida Fire Marshals and Inspectors Association (Petitioner) on March 31, 2016. The following is a summary of the Department’s disposition of the Petition: The Petition asks whether Florida State Fire Marshal’s office the only AHJ authorized to approve crowd management training under FFPC/NFPA 101 sections 12/13.7.6.2, and if not, is the local AHJ empowered to approve such training? The Order responds The FFPC does not specify the form or content of crowd management training. The local authority having jurisdiction (AHJ) rather than the State Fire Marshal is authorized to approve the crowd manager training curricula provided at the local level.
