PURPOSE AND EFFECT: The purpose of this rulemaking is to amend Section 3.2 of the Water Use Permitting Applicant’s Handbook to include a Western Water Resource Caution Area map. The effect will be the expansion of planning areas with existing water resource problems or areas in which water resource problems are projected to develop in the next 20 years.
