    GULF COUNTY BOARD OF COUNTY COMMISSIONERS NOTICE OF REQUEST FOR PROPOSAL (RFP)

    COMMUNITY DEVELOPMENT BLOCK GRANT-DISASTER RECOVERY (CDBG-DR) AND ECONOMIC DEVELOPMENT GRANT WRITING, PROGRAM MANAGEMENT AND CONSULTING SERVICES

    The Gulf County Board of County Commissioners, Gulf County, Florida (the “County”) is seeking solicitations from vendors to provide Community Development Block Grant Disaster Recovery (“CDBGDR”) consulting services following the effects of Hurricane Michael. Gulf County is soliciting Proposals from qualified firms to perform consulting services in compliance and as supported by U.S. Department of Housing and Urban Development (HUD) programs such as Community Development Block Grant – Disaster Recovery (CDBG-DR). Awarded firms shall be responsible for the performance of all required contracted consulting services as well as any and all associated services as required by Gulf County. All submitted Proposals shall be for principal firms and may include sub-contractors.

    The U.S. Department of Housing and Urban Development may make eligible Community Development Block Grant - Disaster Recovery (CDBG-DR) funds to Gulf County for activities authorized under Title I of the Housing and Community Development Act of 1974 (42 United States Code (U.S.C.) 5301 et seq.) (“HUD Act”).

    Please note Section 3 of the HUD Act of 1968 seeks to foster local economic development, neighborhood economic improvement, and individual self-sufficiency. Section 3 businesses under the HUD Act are encouraged to submit a proposal as any responsive, responsible respondent that qualifies as a Section 3 business concern will be given a preference during evaluation. A respondent selected for this project will be responsible for ensuring compliance with all Section 3 requirements including, but not limited to, the hiring and contracting decisions made on the projects.

    RFP DEADLINE:  Submitted on or before Friday, July 24, 2020 no later than 2:00 p.m. (Eastern) and will be opened in the Gulf County Clerk’s Office pursuant to Gulf County Policy immediately thereafter at 2:15 p.m. (Eastern) and evaluated by Gulf County Administration thereafter from Friday, July 24 through Monday, July 27, 2020.

    LATE PROPOSALS RECEIVED AFTER THE AFOREMENTIONED DEADLINE DATE, EITHER BY MAIL OR OTHERWISE, WILL NOT BE CONSIDERED AND RETURNED UNOPENED.  THE TIME OF RECEIPT WILL BE DETERMINED BY THE TIME RECEIVED IN THE CLERK’S OFFICE.  PROPOSALS OFFERED ARE THE SOLE RESPONSIBILITY OF THE VENDOR FOR ASSURING THAT PROPOSALS ARE RECEIVED IN THE CLERK’S OFFICE BY THE DESIGNATED DATE AND TIME.  NO FAXED, ELECTRONIC, OR ORAL PROPOSALS WILL BE ACCEPTED.

    Proposal submissions must submit in a sealed envelope or package, clearly marked with the Proposer’s name, address with the name of the proposer, and the RFP number and title “COMMUNITY DEVELOPMENT     BLOCK     GRANT     (CDBG)     AND ECONOMIC DEVELOPMENT CONSULTANT SERVICES” so as to identify the enclosed proposal.  Each submittal shall include one (1) originals and five (5) copies of the proposal as well as one copy in digital format placed on a flash drive or CD (ie. in pdf format).  Proposals received later than the date and time as specified will be rejected.  The Board will not be responsible for the late deliveries of proposals that are incorrectly addressed, delivered in person, by mail or any other type of delivery service.

    The Proposer may obtain the specifications and details of this RFP from the Gulf County Clerk’s Office and must also submit in a timely manner or have delivered its final RFP proposals to the: Gulf County Clerk of Court, 1000 Cecil G. Costin Sr. Blvd., Port St. Joe, Florida 32456

    *and any proposal received after the above stated deadline will be returned unopened and will not be considered.

    Any questions concerning this RFP must be submitted in writing no later than 9:00 a.m. Eastern, on July 15, 2020 and should be directed to Kari Summers, Deputy Administrator at  ksummers@gulfcounty-fl.gov and a copy of your correspondence to lroberts@gulfclerk.com.

    The County reserves the right to waive minor irregularities, to reject any or all proposals received, and to otherwise make a decision in the best interests of the County.  The Board shall have the final decisionmaking authority concerning any final award or interim or comprehensive agreement entered into by the County.  Proposals will be evaluated and ranked in order of preference by a Selection Committee to be appointed by the County Administrator as authorized by the Board of County Commissioners.  The County intends to negotiate an interim and/or comprehensive agreement with the highest ranked proposer.  The Selection Committee, at its option, may request that proposers make presentations and/or participate in questions and answers sessions.  The County may also request additional information from proposers that may be necessary to fully evaluate a proposal.  After the Selection Committee has ranked proposals in compliance with Section 3 of the HUD Act and submitted recommendations to the Board of County Commissioners, the County will then begin negotiations with the highest-ranked firm.  If only one proposal is received, the County may negotiate in good faith.

    All proposals that are timely received shall become the property of the County and any costs or expenses incurred in relation to preparation and submission of proposals shall be borne by the proposer. Such proposals and related information shall be subject to the applicable provisions of the Florida Public Records Act.
