    REGIONAL PLANNING COUNCILS

    The Apalachee Regional Planning Council (ARPC) is seeking proposals from qualified firms for the purpose of identifying a Contractor of Record who will assist the ARPC to provide professional services on an as-needed basis for Emergency Management/Homeland Security planning, training and exercises.  The most reasonable and qualified applicant will be selected to perform such services as an As-Needs Consultant for emergency management functions.

    The intent is to recommend the awarded vendor as the ARPC’s “Contractor of Record” for future services related to the ARPC’s Emergency Management/Homeland Security functions.  An agreement will be executed for a twelve (12) month period immediately following the date of execution of an Agreement by the ARPC.  The ARPC reserves the sole right to renew the Agreement for up to four (4) additional twelve (12) month periods.

    Must be a Florida based firm with local, regional and state experience in the emergency management/homeland security, planning, training and exercise fields, in order to be eligible.

    Please forward a letter of interest AND statement of qualifications, in addition to all required information posted below in an envelope marked “ARPC RFP: CONTRACTOR OF RECORD” to: Apalachee Regional Planning Council, Attn: Kwentin Eastberg, 2507 Callaway Road, Suite 200, Tallahassee, FL, 32303.  Responses must be received no later than 5:00 p.m. (ET), Friday August 9, 2019 to be considered.  Applicants will be scored and notified of their standing within two (2) weeks of the deadline, negotiations will begin with the highest scoring applicant.

    Bidder Submittal Requirements

    Interested bidders for this procurement must provide one (1) original and two (2) copies of the following no later than 5:00 p.m. (ET) on August 9, 2019:

    1.A narrative that fully explains their knowledge and expertise in carrying out the professional services in the area of Emergency Management/Homeland Security planning, training and exercises.  The narrative should include:

    1.                 Evidence of at least five years of consulting service experience in:
      1. Emergency management/homeland security;
      2. Research and production of planning documents;
      3. Performing and executing training and exercises;
    2.                 Evidence of experience as a training provider in the Incident Command System (ICS) and in the National Incident Management System (NIMS) for planning, training and exercise processes; and
    3.                    Working knowledge of Florida’s Emergency Response Community.

    2.Complete Team Composition (attach resumes as needed)

    1.                 Copy of proposed Project Managers credentials as a Certified Emergency Manager (CEM) by the International Association of Emergency Managers (IAEM);
    2.                 Copy of Project Manager and staffs’ credentials as an Exercise Program Manager (G137) from the Department of Homeland Security (DHS) Emergency Management Institute (EMI);
    3.                 Provide proof that the proposed Exercise Staff is trained in the Office for Domestic Preparedness (ODP) Homeland Security Exercise & Evaluation Program (HSEEP);
    4.                 Provide a copy of instructional staffs’ State of Florida recognized credentials, as State Certified Instructor Florida Department of Law Enforcement and/or State Certified Fire Service Instructor Florida State Fire Marshall’s Office;
    5.                 Provide proof that Planning Staff have completed the Continuity of Operations Program (COOP) Managers Course (L-549) from the Department of Homeland Security Emergency Management Institute;

    e.Provide instructors credentials as Incident Command System Curricula Train-the-Trainer (E-449 or L-449) from the Department of Homeland Security Emergency Management Institute when teaching Incident Command System (ICS) and National Incident Management System Courses;

    f.Provide a copy of Florida approved International Association of Fire Fighters (IAFF) 160-hour Hazardous Materials Technician Instructors credentials; and

    1.                Verification as a recognized provider under the State of Florida FCDICE program.

    3.Provide three (3) professional letters of related project reference.

    QUALIFICATIONS

    The following are minimum credentials required by the successful bidder:

    1.                 Must be a Florida based provider;
    2.                 Five (5) years’ consulting service experience in Emergency Management/Homeland Security;
    3.                    Five (5) years’ experience in research and production of planning documents;
    4.                 Five (5) years’ experience performing and executing training and exercises;
    5.                 Experience as a training provider in the Incident Command System (ICS) and National Incident Management System (NIMS) for local government;
    6.                     Must have a working knowledge of Florida’s Emergency Response Community;
    7.                 Project Manager is credentialed as a Certified Emergency Manager (CEM) by the International Association of Emergency Managers (IAEM);
    8.                 Project Manager and staff credentialed as an Exercise Program Manager (G137) from the Department of Homeland Security (DHS) Emergency Management Institute (EMI);
    9.                      Exercise Staff is trained in the Office for Domestic Preparedness (ODP) Homeland Security Exercise & Evaluation Program (HSEEP);
