    61G4-16.001Written Certification Examination Requirements

    PURPOSE AND EFFECT: The Board proposes an amendment to update and clarify the rule regarding written certification examination requirements.

    SUMMARY: The proposed rule amendment updates and clarifies written certification examination requirements to comply with statutory changes.

    SUMMARY OF STATEMENT OF ESTIMATED REGULATORY COSTS AND LEGISLATIVE RATIFICATION:

    The Agency has determined that this will not have an adverse impact on small business or likely increase directly or indirectly regulatory costs in excess of $200,000 in the aggregate within one year after the implementation of the rule. A SERC has not been prepared by the Agency.

    The Agency has determined that the proposed rule is not expected to require legislative ratification based on the statement of estimated regulatory costs or if no SERC is required, the information expressly relied upon and described herein: During discussion of the economic impact of this rule at its Board meeting, the Board, based upon the expertise and experience of its members, determined that a Statement of Estimated Regulatory Costs (SERC) was not necessary and that the rule will not require ratification by the Legislature. No person or interested party submitted additional information regarding the economic impact at that time.

    Any person who wishes to provide information regarding a statement of estimated regulatory costs, or provide a proposal for a lower cost regulatory alternative must do so in writing within 21 days of this notice.

    61G4-16.001 Written Certification Examination Requirements.

    (1) Through (22) No Change.

    (23) Certification of Garage Door Installation Specialty Contractors.  The certification examination shall consist of two tests.

    (a) Test one shall consist of questions relating to the business and financial management of a contracting firm. The content areas to be covered and the approximate weights to be assigned to said areas are set forth in subsection 61G4-16.001(22), F.A.C.

    (b) Test two shall consist of questions relating to general knowledge of the garage door specialty trade. The content areas to be covered and the approximate weights to be assigned to said areas shall be as follows:

    1. 9% Introduction to Garage Door Installation,

    2. 15% Tools, Equipment, and Materials,

    3. 27% Technical Knowledge,

    4. 24% Installation Procedures,

    5.13% Repair and Maintenance,

    6. 5% Electrical Work and Safety; and,

    7. 7% Health and Safety.

    (24) Certification of Marine Bulkhead Work Specialty Contractors. The certification examination shall consist of two tests.

    (a) Test one shall consist of questions relating to the business and financial management of a contracting firm. The content areas to be covered and the approximate weights to be assigned to said areas are set forth in subsection 61G4-16.001(22), F.A.C.

    (b) Test two shall consist of questions relating to general knowledge of the marine bulkhead specialty trade. The content areas to be covered and the approximate weights to be assigned to said areas shall be as follows:

    1. 5% Determining Soil Conditions,

    2. 8% Determining the Project Parameters,

    3. 13.5% Administering the Project,

    4. 13.5% Constructing Foundation Systems,

    5. 27% Constructing Shoreline Stabilization,

    6. 20% Constructing Anchoring Systems,

    7. 8% Performing Dredge and Fill Operations; and,

    8. 5% Executing Close-Out Procedures.

    (25) Certification of Marine Dock Work Specialty Contractors. The certification examination shall consist of two tests.

    (a) Test one shall consist of questions relating to the business and financial management of a contracting firm. The content areas to be covered and the approximate weights to be assigned to said areas are set forth in subsection 61G4-16.001(22), F.A.C.

    (b) Test two shall consist of questions relating to general knowledge of the marine dock specialty trade.  The content areas to be covered and the approximate weights to be assigned to said areas shall be as follows:

    1. 6% Fundamentals of Marine Dock Construction,

    2. 12% Materials Used in Dock Construction,

    3. 14% Design and Planning of Marine Docks,

    4. 20% Construction Techniques for Marine Structures,

    5. 10% Safety and Health in Marine Construction,

    6. 10% Environmental Consideration in Dock Construction,

    7. 20% Maintenance and Repair of Marine Docks; and,

    8. 8% Project Management and Administration.

    (26) Certification of Marine Pile Driving Specialty Contractors. The certification examination shall consist of two tests.

    (a) Test one shall consist of questions relating to the business and financial management of a contracting firm. The content areas to be covered and the approximate weights to be assigned to said areas are set forth in subsection 61G4-16.001(22), F.A.C.

    (b) Test two shall consist of questions relating to general knowledge of the marine pile driving specialty trade. The content areas to be covered and the approximate weights to be assigned to said areas shall be as follows:

    1. 17% Fundamentals of Pile Driving,

    2. 17% Pile Driving Equipment and Techniques,

    3. 13% Design Considerations – Load and Integrity,

    4. 13% Safety,

    5. 10% Environmental and Jurisdiction,

    6. 10% Construction Management,

    7. 7% Layout and Location; and,

    8. 13% Building Fixed Marine Structures.

    (27) Certification of Marine Seawall Work Specialty Contractors. The certification examination shall consist of two tests.

    (a) Test one shall consist of questions relating to the business and financial management of a contracting firm. The content areas to be covered and the approximate weights to be assigned to said areas are set forth in subsection 61G4-16.001(22), F.A.C.

    (b) Test two shall consist of questions relating to general knowledge of the marine seawall specialty trade. The content areas to be covered and the approximate weights to be assigned to said areas shall be as follows:

    1. 5% Determining Soil Conditions,

    2. 8.5% Determining the Project Parameters,

    3. 13% Administering the Project,

    4. 13% Constructing Foundation Systems,

    5. 27% Constructing Shoreline Stabilization,

    6. 20% Constructing Anchoring Systems,

    (b) Test two shall consist of questions relating to general knowledge of the plaster and lath specialty trade.  The content areas to be covered and the approximate weights to be assigned to said areas shall be as follows:

    1. 9.5% Introduction to Plaster and Lath,

    2. 18% Materials Science,

    3. 9.5% Tools and Equipment,

    4. 18% Lathing Techniques,

    5. 18% Plaster Mixing and Application Techniques,

    6. 9% Building Codes and Standards,

    7. 9% Safety Practices; and,

    8. 9% Project Management and Estimation.

    (29) Certification of Rooftop Solar Heating Installation Specialty Contractors. The certification examination shall consist of two tests.

    (a) Test one shall consist of questions relating to the business and financial management of a contracting firm. The content areas to be covered and the approximate weights to be assigned to said areas are set forth in subsection 61G4-16.001(22), F.A.C.

    (b) Test two shall consist of questions relating to general knowledge of the rooftop solar heating specialty trade. The content areas to be covered and the approximate weights to be assigned to said areas shall be as follows:

    1. 5% Foundations of Solar Heating Technology,

    2. 9% Components of Solar Heating Systems,

    3. 15.5% Solar Thermal System Design,

    4. 18.5% Installation Practices for Solar Heating Systems,

    5. 9% Electrical Basics for Solar Installers,

    6. 12% Hydraulics and Plumbing for Solar Thermal Systems,

    7. 8% Compliance with Codes and Standards,

    8. 12% Operational Maintenance and System Troubleshooting,

    9. 6% Safety and Best Practices in Solar Installations; and,

    10. 5% Solar Project Management and Professional Responsibilities.

    (30) Certification of Structural Aluminum or Screen Enclosure Specialty Contractors. The certification examination shall consist of two tests.

    (a) Test one shall consist of questions relating to the business and financial management of a contracting firm. The content areas to be covered and the approximate weights to be assigned to said areas are set forth in subsection 61G4-16.001(22), F.A.C.

    (b) Test two shall consist of questions relating to general knowledge of the structural aluminum, screen enclosure specialty trade. The content areas to be covered and the approximate weights to be assigned to said areas shall be as follows:

    1. 10% Fundamentals of Structural Aluminum and Screen Enclosures,

    2. 15% Design and Engineering Principles,

    3. 7% Plan Reading, and Estimating,

    4. 20% Construction and Installation Techniques,

    5. 10% Materials, Tools, and Equipment,

    6. 5% Project Management and Subcontracting,

    7. 15% Building Codes, Permits, and Regulations,

    8. 3% Electrical Systems Integration,

    9. 10% Maintenance, Repair, and Replacement; and,

    10. 5% Trade Specific Safety Regulations.

    (31) Certification of Structural Carpentry Specialty Contractors. The certification examination shall consist of two tests.

    (a) Test one shall consist of questions relating to the business and financial management of a contracting firm. The content areas to be covered and the approximate weights to be assigned to said areas are set forth in subsection 61G4-16.001(22), F.A.C.

    (b) Test two shall consist of questions relating to general knowledge of the structural carpentry specialty trade. The content areas to be covered and the approximate weights to be assigned to said areas shall be as follows:

    1. 4% Fundamentals,

    2. 7% Safety,

    3. 7% Estimating and Plan Reading,

    4. 25.5% Structural Carpentry,

    5. 25.5% Structural Trusses and Floor Systems,

    6. 9% Doors and Windows,

    7. 13% Metal Framing; and,

    8. 9% Exterior Finishes.

    (32) Certification of Structural Masonry Specialty Contractors. The certification examination shall consist of two tests.

    (a) Test one shall consist of questions relating to the business and financial management of a contracting firm. The content areas to be covered and the approximate weights to be assigned to said areas are set forth in subsection 61G4-16.001(22), F.A.C.

    (b) Test two shall consist of questions relating to general knowledge of the structural masonry specialty trade. The content areas to be covered and the approximate weights to be assigned to said areas shall be as follows:

    1. 4% Fundamentals,

    2. 13% Materials Science,

    3. 16.25% Formwork and Framework Construction,

    4. 16.25% Reinforcing Steel Placement,

    5. 16.25% Concrete and Masonry Techniques,

    6. 16.25% Structural Elements,

    7. 9% Building Codes and Standards,

    8. 5% Project Management and Estimation; and,

    9. 4% Safety Practices.

    (33) Certification of Structural Pre-Stress and Precast Specialty Contractors. The certification examination shall consist of two tests.

    (a) Test one shall consist of questions relating to the business and financial management of a contracting firm. The content areas to be covered and the approximate weights to be assigned to said areas are set forth in subsection 61G4-16.001(22), F.A.C.

    (b) Test two shall consist of questions relating to general knowledge of the structural pre-stress and precast specialty trade. The content areas to be covered and the approximate weights to be assigned to said areas shall be as follows:

    1. 7% Fundamentals of Prestress and Precast,

    2. 14.25% Design and Planning,

    3. 14.25% Field Fabrication,

    4. 36% Erection,

    5. 14.25% Safety; and,

    6. 14.25% Project Management.

    (34) Certification of Structural Steel Work Specialty Contractors. The certification examination shall consist of two tests.

    (a) Test one shall consist of questions relating to the business and financial management of a contracting firm. The content areas to be covered and the approximate weights to be assigned to said areas are set forth in subsection 61G4-16.001(22), F.A.C.

    (b) Test two shall consist of questions relating to general knowledge of the structural steel specialty trade. The content areas to be covered and the approximate weights to be assigned to said areas shall be as follows:

    1. 8% Fundamentals of Structural Steel,

    2. 17% Design and Planning,

    3. 17% Fabrication,

    4. 33% Erection,

    5. 8% Maintenance and Repair; and,

    6. 17% Project Management.

    (35) Certification of Window and Door Installation Specialty Contractors. The certification examination shall consist of two tests.

    (a) Test one shall consist of questions relating to the business and financial management of a contracting firm. The content areas to be covered and the approximate weights to be assigned to said areas are set forth in subsection 61G4-16.001(22), F.A.C.

    (b) Test two shall consist of questions relating to general knowledge of the window and door installation specialty trade. The content areas to be covered and the approximate weights to be assigned to said areas shall be as follows:

    1. 9.5% Introduction to Plaster and Lath,

    2. 18% Materials Science,

    3. 9.5% Tools and Equipment,

    4. 18% Lathing Techniques,

    5. 18% Plaster Mixing and Application Techniques,
