PURPOSE AND EFFECT: The purpose of this rule development is to establish concordant scores for the Grade 10 Florida Comprehensive Assessment Test 2.0 (FCAT 2.0) Reading assessment and comparative scores for Florida’s End-of-Course (EOC) assessments. Senate Bill 1076, passed by the 2013 Legislature, provides authority to the State Board of Education to adopt in rule passing scores on assessments that are concordant with the Grade 10 FCAT 2.0 Reading assessment and passing scores on assessments that are comparable to Florida’s EOC assessments. The effect of this change will allow the Department of Education to codify concordant and comparative passing scores in rule.
