    PURPOSE AND EFFECT: The purpose of this rule amendment is to comply with legislative changes in Senate Bill 7004 (2024), to include requirements for any student in a Voluntary Prekindergarten Education Program provided by a public school who exhibits a substantial deficiency in early mathematics skills and any student in kindergarten through grade 4 who exhibits a substantial deficiency in mathematics.
