    GENERAL SUBJECT MATTER TO BE CONSIDERED: The Florida Department of Transportation (FDOT) invites you to attend a public workshop regarding a Project Development and Environment (PD&E) Study on I-95 from J. Turner Butler (JTB) to Atlantic Boulevard in Duval County to which all persons are invited.

    This segment of I-95 experiences peak period congestion due to demand that exceeds capacity. With expectations of continued traffic congestion, the purpose of this PD&E study is to evaluate the addition of express lanes in order to provide capacity improvements and relieve congestion. Express lanes are an innovative concept to manage traffic congestion and provide choices for motorists. These additional lanes will provide more capacity in areas where traffic congestion is a major problem. The study will also examine all interchanges regarding safety and operational improvements as well as proposed pond locations.

    On April 26, 2017, a public workshop was held to introduce the I-95 Express Lanes project and to receive public input regarding the proposed transportation improvements. From the comments received at that workshop, the project alternative has been refined and will be available for public review and comment at the Alternatives Public Meeting on August 3, 2017.

    The environmental review, consultation, and other actions required by applicable federal environmental laws for this project are being, or have been, carried out by the Florida Department of Transportation (FDOT) pursuant to 23 U.S.C. §327 and a Memorandum of Understanding dated December 14, 2016 and executed by the Federal Highway Administration and FDOT.
