    PURPOSE AND EFFECT: This rulemaking will establish criteria and an application process for owners of private submerged lands adjacent to Outstanding Florida Waters or aquatic preserves to request boating restricted areas solely to protect seagrass and contiguous seagrass habitat within their private property boundaries from seagrass scarring due to propeller dredging
