    NOTICE IS HEREBY GIVEN that the Department of Financial Services, Division of Accounting and Auditing, Bureau of Unclaimed Property (the “Department”), has received the petition for declaratory statement from Aspen Exchange, Inc., d/b/a Harris Eckland Associates, Inc. on August 3, 2015. The petition seeks the agencys opinion as to the applicability of (1) the Department’s definition or understanding of the word “established” as used in Section 717.1241, Florida Statutes; (2) the Department’s definition or understanding of the phrase “is complete or made complete” as used in Section 717.1241, Florida Statutes; (3) the Department’s understanding of notifying claim purchasers of their APA rights where a claim purchaser and former owner both file claims and the Department intends to disburse to the former owner; and (4) the Department’s definition or understanding of the phrase “when entitlement to the unclaimed property has been established” as used in Section 717.1241, Florida Statutes, as it applies to the petitioner.
