PURPOSE AND EFFECT: This is a new rule chapter consisting of six proposed rules to implement the Florida Law Enforcement Recruitment Bonus Payment Program enacted by the Legislature in Chapter 2022-23, s. 4, Laws of Florida, to be codified at new section 445.08, Florida Statutes (2022).

SUBJECT AREA TO BE ADDRESSED: The Program authorizes the payment of a one-time recruitment bonus of up to $5,000 for eligible individuals, called “Newly Employed Officers.” The proposed new rules create definitions, establish eligibility requirements and forms, procedures for administration of the Program, audits of payments, and a procedure for an officer to reimburse payment, if necessary. The new rules also require the Department to develop an annual plan for the administration of the Program and distribution of bonus payments and submit the plan to the Governor and the House and Senate Appropriations Committees.
