    RFP #19-010 NOTICE OF UNSOLICITED PROPOSAL FOR PUBLIC PRIVATE PARTNERSHIP OPPORTUNITY CREATION OF A FIRE STATION NEAR STATION 38 (NORTHWEST OCOEE AREA)

    Pursuant to the provisions of Chapter 255.065, Florida Statutes, the City of Ocoee notifies the general public and all interested parties that the City has received an unsolicited public private partnership proposal for the creation of a Fire Station near Station 38 (Northwest Ocoee Area). The proposed facility offers a project site, a development team, and local professionals with specific construction knowledge to build a turn-key fire station.  With the proposed facility, the City has no financial commitment in the acquisition of the site or construction of the facility.

    The City invites any person or organization, interested in submitting an alternative proposal for the creation of a fire station near station 38 (Northwest Ocoee Area) to submit such proposals to the City for evaluation and consideration. The City requires that the Fire Station be located in the Northwest Ocoee Area near West Road and State Road 429.  While the unsolicited offer includes a qualifying site, the City is willing to acquire a site identified as part of a submission.  All sites must be sufficient in size to accommodate the Fire Station that is a minimum of 8,000 square feet/3-bay, up to 10,000 square feet/4-bay, and must have access to a public road at an intersection with a traffic light.  Proposals shall be submitted as three (3) original paper copies, and (1) one electronic copy in a single PDF file, in a single sealed package, and clearly marked “Proposal for the Creation of a Fire Station near Station 38 (Northwest Ocoee Area)” and delivered to the City Finance Department, Purchasing, 150 N. Lakeshore Drive, Ocoee, Florida 34761. The proposal shall include the name, address, and contact information of the person or organization proposing the project to the City, the information and requirements set forth under Chapter 255.065, Florida Statutes, and enough detail to allow the City to make a proper review and evaluation of the project. The deadline for submission of proposals is September 10, 2019, 2:00 p.m. local time. At that time, the proposals will be publicly opened and read aloud at City Hall, 150 N. Lakeshore Drive, Ocoee, Florida 34761. Late proposals will not be accepted and will be returned to the sender unopened.

    It is the responsibility of the person or organization submitting a proposal to ensure all pages of their proposal are included in the package, and that as much detail and information is included on the project being proposed.  All questions regarding this public private partnership opportunity must be submitted in writing via email to Joyce Tolbert, Purchasing Agent, jtolbert@ocoee.org. The City will not provide information on this opportunity via telephone or verbally. Prospective respondents may secure a copy of this notice through Demandstar by accessing the City’s website at http://www.ocoee.org under the “Living & Working” section.  By using Demandstar, prospective respondents will be provided with all information regarding this RFP, including any addendums and changes to the project requirements. Membership with Demandstar is not required to submit a response; fees may apply for non-members.

    The City of Ocoee is exempt from Federal and State Taxes for tangible personal property tax.

    The City of Ocoee reserves the right to accept or reject any or all proposals, in whole or in part, with or without cause, to waive any irregularities and/or technicalities, and to award an interim and/or comprehensive agreement on such coverage and terms it deems will best serve the interests of the City. Nothing contained herein shall be interpreted as an obligation or binding agreement by the City regarding this project.
