    PUBLIC NOTICE IS HEREBY GIVEN that public hearings will be held (i) on August 21, 2019, 3:00 p.m., at the offices of Haile, Shaw & Pfaffenberger, P.A., Executive Conference Room, 660 U.S. Highway One, Third Floor, North Palm Beach, Florida 33408, by the Palm Beach County Health Facilities Authority (the “Issuer”), and (ii) on August 23, 2019, 2:00 p.m. at the offices of Manson Bolves Donaldson Varn, 106 East College Ave. Suite 820 Tallahassee, Florida 32301 by the Issuer through its designated hearing officer to provide a reasonable opportunity for interested individuals to express their views both orally and in writing, regarding a plan of finance of the Issuer to issue one or more series of its revenue bonds (the “Bonds”) in an aggregate principal amount not to exceed $400,000,000.  The proceeds of the Bonds will be loaned to one or more of Baptist Health South Florida, Inc. (“BHSF”), Baptist Hospital of Miami, Inc. (“Baptist Hospital”), Baptist Outpatient Services, Inc. (“BOS”), Doctors Hospital, Inc. (“Doctors Hospital”), Homestead Hospital, Inc. (“Homestead Hospital”), Mariners Hospital, Inc. (“Mariners Hospital”), South Miami Hospital, Inc. (“South Miami Hospital”), West Kendall Baptist Hospital, Inc. (“West Kendall Hospital”), Fishermen’s Health, Inc. (“Fishermen’s”), Bethesda Health, Inc. (“BHI”), Bethesda Health Outpatient Services, Inc. (“BHC”), Bethesda Health Comprehensive Imaging Services, Inc. (“WDC”), Bethesda Hospital, Inc. (“Bethesda Hospital”), Bethesda Payroll Services, Inc. (“Payroll”), Boca Raton Regional Hospital (the “BRR Hospital”) and BRRH Corporation (“BRRH” and, together with BHSF, Baptist Hospital, BOS, Doctors Hospital, Homestead Hospital, Mariners Hospital, South Miami Hospital, West Kendall Hospital, Fishermen’s, BHI, BHC, WDC, Bethesda Hospital, Payroll and BRR Hospital, the “Borrowers”).  The proceeds of the Bonds will be used, together with certain other moneys, to (i) pay or reimburse BHSF and the other Borrowers for, or refinance any indebtedness incurred to pay, the costs of acquiring, constructing, expanding, renovating, rehabilitating and equipping certain healthcare facilities and all necessary, attendant or related facilities, equipment, site work and utilities thereto, including but not limited to (a) the construction, renovation and expansion of the hospital chassis and patient rooms at the west campus of Bethesda Hospital located at 2815 South Seacrest Blvd Boynton Beach, Florida, (b) the construction of an approximately 35,000 square foot central energy plant at the east campus of Bethesda Hospital located at 2815 South Seacrest Blvd Boynton Beach, Florida, (c) the renovation and construction of the intensive care unit at Doctors Hospital located at 5001 University Drive Coral Gables, Florida, (d) the construction of a new approximately 210,000 square foot bed tower at Baptist Hospital located at 8900 North Kendall Drive Miami, Florida, (e) the construction and equipping of a new approximately 34,500 square foot replacement hospital for Fisherman’s Hospital located at 3301 Overseas Highway, Marathon, Florida, (f) the renovation and expansion of the emergency department, observation and patient rooms at West Kendall Baptist Hospital located at 9555 SW 162 Street Miami, Florida, and (g) the construction of an approximately 59,000 square foot central energy plant at Boca Raton Regional Hospital located at 800 Meadows Road Boca Raton, Florida (collectively, the “Project”); (ii) refinance taxable indebtedness the proceeds of which were used to defease the Palm Beach County Health Facilities Authority Hospital Revenue Refunding Bonds, Series 2014 (BRRH Corporation Obligated Group) (the “Series 2014 Bonds”); (iii) fund a debt service reserve fund for the benefit of the Bonds, if deemed necessary or desirable by the Issuer and BHSF; (iv) fund working capital for any of the Borrowers, if deemed necessary or desirable by BHSF; (v) fund interest accruing on the Bonds, if deemed necessary or desirable by BHSF; and (vi) pay certain expenses incurred in connection with the issuance of the Bonds, including the cost of any credit or liquidity enhancement, all as permitted by the Health Facilities Authorities Law, Part III, Chapter 154, Florida Statutes and the Florida Industrial Development Financing Act, Part II, Chapter 159, Florida Statutes (the “Acts”).

    The proceeds of the Series 2014 Bonds were used, together with certain other moneys, to (i) refund the Palm Beach County Health Facilities Authority Variable Rate Demand Hospital Bonds (Boa Raton Community Hospital, Inc.) Series 1998, (ii) finance the acquisition, construction, equipping and improvement of the existing facilities of BRR Hospital; and (iii) pay certain expenses incurred in connection with the issuance of the Bonds and such refunding, all as permitted by the Acts.

    All of the improvements financed or refinanced by the Bonds are or will be owned, leased, managed, operated or used by one or more of the Borrowers at the facilities listed below.  A general functional description of each facility, the location of each such facility and the estimated maximum aggregate principal amount of Bonds to be issued to finance the Project with respect to each such facility are listed below:

    1.  Doctors Hospital, a 281-bed, acute care hospital located at 5000 University Drive, Coral Gables, Florida with additional outpatient, diagnostic and therapeutic services and medical offices at 5151 University Drive and 1150 Campo Sano Avenue in Coral Gables, Florida.  Not to exceed $10,000,000 on Project.

    2.  Baptist Hospital, a 728-bed hospital (not to exceed $162,000,000 on Project),  Baptist Children’s Hospital, Miami Cardiac and Vascular Institute and Miami Cancer Institute all located at 8900 North Kendall Drive, Miami Florida with additional outpatient, diagnostic and therapeutic services, medical offices and land at the following addresses: 8940 N. Kendall Drive, 8950 N. Kendall Drive, 9049 S.W. 87th Court, 8740 S.W. 94th Street, 8755 S.W. 92nd Street, 9150 SW 87 Court, 9300 S.W. 87 Avenue, 8780 S.W. 92nd Street, 8785 S.W. 92nd Street and S.W. 92nd Street and 88th Avenue in Miami, Florida. Not to exceed $159,000,000 on Project.

    3.   Bethesda Hospital East (not to exceed $162,000,000 on Project), a 401-bed hospital located at 2815 South Seacrest Blvd. Boynton Beach, Florida with additional outpatient, diagnostic and therapeutic services at the following addresses: 2623 South Seacrest Boulevard, 2575 South Seacrest Boulevard, 2800 South Seacrest Boulevard and 2706 SW 4th St in Boynton Beach, Florida.  Not to exceed $40,000,000 on Project.

    4.   Bethesda Hospital West, an 80-bed hospital located at 9655 West Boynton Beach Boulevard, Boynton Beach, Florida with additional outpatient, diagnostic and therapeutic services at the following addresses: 9811 Boynton Beach Boulevard and 9775 Boynton Beach Boulevard in Boynton Beach, Florida. Not to exceed $150,000,000 on Project.

    5.  Boca Raton Regional Hospital, a 400-bed acute care hospital located at 800 Meadows Road, Boca Raton, Florida with additional outpatient, diagnostic and therapeutic services: 801 Meadows Road, 901 Meadows Road, 745 Meadows Road and 690 Meadows Road in Boca Raton, Florida. Not to exceed $76,000,000 on Project.

    6.  Fishermen’s Community Hospital, a critical access hospital located at 3301 Overseas Highway Marathon, Florida; the replacement hospital to be located at the same address. Not to exceed $42,000,000 on Project.

    7.  Homestead Hospital, a 142-bed hospital located at 975 Baptist Way, Homestead, Florida.  Not to exceed $5,000,000 on Project.

    8.  Mariner’s Hospital, a 25-bed critical access hospital located at 91500 Overseas Highway, Tavernier, Florida with additional outpatient, diagnostic, imaging and therapeutic services facilities located at 91550 Overseas Highway, 87465 Old Highway and 87455 Old Highway in Tavernier, Florida and property located at 91605 Overseas Highway in Tavernier, Florida. Not to exceed $5,000,000 on Project.

    9.  South Miami Hospital, a 453-bed hospital located at 6200 SW 73 Street South Miami, Florida with additional outpatient, diagnostic, imaging and therapeutic services and offices located at 7400 S.W. 62nd Avenue, 6200 S.W. 72nd Street, 6200 SW 73rd St., 7330 S.W. 62nd Place, 6250 Sunset Drive, 7401 SW 63rd Avenue, 7411 S.W. 63rd Avenue, 7421 S.W. 63rd Avenue, 7431 S.W. 63rd Avenue, 7500 S.W. 62nd Court, 6320 Manor Ln, 7211 SW 62 Ave, 7150 SW 62 Ave, 6233 Sunset Drive, 7311 SW 62 Ave, 7340 SW 61 CT and 6201 Sunset Drive, in South Miami, Florida.     10.  West Kendall Baptist Hospital, a 133-bed hospital located at 9555 SW 162 Avenue Miami, Florida with additional land and facilities located at 15955 SW 96 Street and on the 30 acres north and east of the intersection of S.W. 96th Street and S.W. 162nd Avenue in Miami, Florida. Not to exceed $60,000,000 on Project.

    11. Baptist Health Medical Plazas which mainly provide urgent care and diagnostic imaging services at the following addresses:  10 Giralda Avenue, 1240 S. Dixie Hwy and 1222 S. Dixie Hwy in Coral Gables, Florida; 4741 S.     The public hearings are required by Section 147(f) of the Internal Revenue Code of 1986, as amended (the “Code”).  Written comments may be submitted to the Chair of the Issuer in the care of John F. Flanigan, Haile, Shaw & Pfaffenberger, P.A., 660 U.S. Highway One, Third Floor, North Palm Beach, Florida 33408 until 3:00 p.m. on August 20, 2019. Subsequent to the public hearings, the Issuer and the Borrowers will seek the approval of the Board of County Commissioners of Palm Beach County, Florida (the “Board”) and the Governor of the State of Florida (the “Governor”) of the issuance of the Bonds for purposes of Section 147(f) of the Code. Comments made at the hearing are for the consideration of the Governor and the Board and will not bind the Issuer, the Board or the Governor as to any action either may take.

    Pursuant to Section 286.0105 of the Florida Statutes, as amended, the Issuer hereby advises that if a person decides to appeal any decision made by the Issuer with respect to any matter considered at such hearing and meeting, such person will need a record of the proceedings and, for such purpose, may need to ensure that a verbatim record of the proceedings is made, which record includes the testimony and evidence upon which the appeal is based.
