PURPOSE AND EFFECT: The Board proposed rule amendment will incorporate the application for Temporary Certificate for Physician Assistants to Practice in an Area of Critical Need and will also update the rule text.
SUMMARY: The proposed rule amendment incorporates the new application and updates the rule text.
SUMMARY OF STATEMENT OF ESTIMATED REGULATORY COSTS AND LEGISLATIVE RATIFICATION:
The Agency has determined that this will not have an adverse impact on small business or likely increase directly or indirectly regulatory costs in excess of $200,000 in the aggregate within one year after the implementation of the rule. A SERC has not been prepared by the Agency.
The Agency has determined that the proposed rule is not expected to require legislative ratification based on the statement of estimated regulatory costs or if no SERC is required, the information expressly relied upon and described herein: During discussion of the economic impact of this rule at its Board meeting, the Board concluded that this rule change will not have any impact on licensees and their businesses or the businesses that employ them. The rule will not increase any fees, business costs, personnel costs, will not decrease profit opportunities, and will not require any specialized knowledge to comply. This change will not increase any direct or indirect regulatory costs. Hence, the Board determined that a Statement of Estimated Regulatory Costs (SERC) was not necessary and that the rule will not require ratification by the Legislature. No person or interested party submitted additional information regarding the economic impact at that time.
Any person who wishes to provide information regarding a statement of estimated regulatory costs, or provide a proposal for a lower cost regulatory alternative must do so in writing within 21 days of this notice.

64B15-6.003 Physician Assistant Licensure.
(1) Requirements for Licensure.
(a) All applicants for licensure as physician assistants pursuant to Section 458.347, or Section 459.022, F.S., shall apply on Form DH-MQA 2000, entitled “Physician Assistant Application for Licensure,” (revised 12/2021), hereby adopted and incorporated by reference, and can be obtained from the website at http://www.flrules.org/Gateway/reference.asp?No=Ref-14270, or http://flboardofmedicine.gov/licensing/physician-assistant-licensure/.
(b) No change.
(c) All applicants for licensure as physician assistants for Temporary Certificate for Physician Assistants to Practice in an Area of Critical Need pursuant to Section 458.315, or 459.0075, F.S., shall apply on Form DH-MQA 5088, entitled Temporary Certificate for Physician Assistants to Practice in an Area of Critical Need (06/24), hereby adopted and incorporated by reference, and can be obtained from the website at http://www.flrules.org/Gateway/reference.asp?No=Ref- , or http://flboardofmedicine.gov/licensing/physician-assistant-licensure/.
(2) Applicants for licensure pursuant to Section 458.347, or Section 459.022, F.S., who have not passed the National Commission on Certification of Physician Assistants Physician Assistant National Certifying Exam within five (5) attempts and have not practiced as a fully licensed physician assistant shall be required to successfully complete a minimum of three (3) months in a full-time review course at an accredited physician assistant program approved by the Chair of the Council on Physician Assistants. Said completion shall be documented by a letter signed by the head of the program stating that the applicant has satisfactorily completed the course.
