    6A-1.09412Course Requirements - Grades K-12 Basic and Adult Secondary Programs

    PURPOSE AND EFFECT: To revise course requirements for courses contained in the “2020-2021 Course Code Directory and Instructional Personnel Assignments” for Grades K-12/Adult, Basic Education. The effect will add the Benchmarks for Excellent Student Thinking (B.E.S.T.) Standards for English Language Arts (ELA) and mathematics and remove the Language Arts (LAFS) and mathematics (MAFS) Florida Standards from non-ELA and non-mathematics subject area courses as appropriate. Additionally, K-12 ELA and K-12 mathematics course descriptions that include the B.E.S.T. Standards will be adopted.

    SUMMARY: On July 15, 2020, revisions to the B.E.S.T. Standards for ELA and mathematics were adopted by the State Board of Education. With the adoption of revised standards, course descriptions need to be updated to include the most current standards. The rule amendment will remove the LAFS and MAFS and add the B.E.S.T. Standards to 851 non-ELA and non-mathematics subject area courses. The rule amendment will also adopt 57 revised English Language Arts and 28 mathematics (24 revised and 4 new) course descriptions that include the revised B.E.S.T. Standards.

    SUMMARY OF STATEMENT OF ESTIMATED REGULATORY COSTS AND LEGISLATIVE RATIFICATION:

    The Agency has determined that this will not have an adverse impact on small business or likely increase directly or indirectly regulatory costs in excess of $200,000 in the aggregate within one year after the implementation of the rule. A SERC has not been prepared by the Agency.

    The Agency has determined that the proposed rule is not expected to require legislative ratification based on the statement of estimated regulatory costs or if no SERC is required, the information expressly relied upon and described herein: Based upon experience in the past when course descriptions were revised, the adverse impact or regulatory cost of this proposed rule, if any, is not expected to exceed any of the economic criteria set forth in Section 120.541(2)(a), F.S. and will not require legislative ratification.

    Any person who wishes to provide information regarding a statement of estimated regulatory costs, or provide a proposal for a lower cost regulatory alternative must do so in writing within 21 days of this notice.

    A course description directs district personnel by providing the essential content and course requirements for each course in grades K-12 contained in the “Course Code Directory and Instructional Personnel Assignments” adopted by Rule 6A-1.09441, F.A.C.
