RFP 4620-19-PB NOTICE OF UNSOLICITED PROPOSAL FOR PUBLIC PRIVATE PARTNERSHIP OPPORTUNITY FOR UNIVERSITY STATION REDEVELOPMENT OPPORTUNITY

The City of Hollywood, Florida, has received an unsolicited proposal submitted under the provisions of Section 255.065, Florida Statutes, Public-Private Partnerships, for “University Station” to finance, develop, construct and manage an urban, mixed-use project on approximately 2.5 acres of City-owned real estate in Downtown Hollywood.  The City-owned site is located along a major north/south corridor known as the Dixie Highway/Florida East Coast Railway Corridor, between Fillmore, Taylor, and Polk Streets, and adjacent to N. 21st Avenue (“Site”).  The Site currently houses the City of Hollywood’s Public Shuffleboard Center and Courts, a public parking lot and the Barry University College of Nursing & Health Sciences.  The Site is also located within the Downtown District of the City’s Community Redevelopment Agency.

Under Florida’s P3 Statute Section 255.065, the City is required to publish notice of the acceptance of an unsolicited proposal and a willingness to accept other proposals.  As such, the City of Hollywood issued a Request for Proposals to finance, develop, construct and manage an urban, mixed-use project on approximately 2.5 acres of City-owned real estate in Downtown Hollywood. The City is expecting Respondents to put forward an innovative, mixed-use, market-driven concept that takes full advantage of the Site.

A copy of the Request for Proposals may be reviewed on the City’s website at www.hollywoodfl.org or by requesting it on BidSync at www.bidsync.com.  A copy of the Request for Proposals is also available at the City of Hollywood’s City Clerk’s Office located at 2600 Hollywood Blvd., Hollywood, Florida 33022.

The City has determined this unsolicited proposal is sufficient for consideration on a preliminary basis and will accept other proposals for the same project during this notification period. No final decision has been made relative to accepting this or any proposal for this project.

Anyone that has an interest in submitting a competing proposal under the provisions of Section 255.065, Florida Statutes, is hereby invited to submit a proposal in compliance with the provisions of subsection 255.065(5), Florida Statutes.  The submitted proposal shall include eight hard copies and one electronic copy, and shall be submitted no later than 3:00 p.m. on September 18, 2019 to: City of Hollywood, Office of the City Clerk, 2600 Hollywood Blvd. Room 221, Hollywood, Florida 33020.  Proposals received after 3:00 p.m. on September 18, 2019 will be rejected.

Dated this 26th day of August, 2019.

Patricia A. Cerny, MMC, City Clerk, Hollywood, FL
