The City of Homestead is announcing the availability of the following Invitation to Bid:

TREE TRIMMING AND LINE CLEARING SERVICES

Scope of Work: The purpose of this Bid is to establish a contract, by means of sealed bids, to provide on-going tree trimming services along, below and around high voltage electric lines for the City’s electric utility.
Bidders shall be well versed in all aspects of FEMA documentation, reimbursement and project management. The guidelines under 2 CFR 200, Title 23, and 23 CFR shall apply to this contract in order to be eligible for reimbursement under the Public Assistance Program. In compliance with 2 C.F.R. § 200.321 the City shall take all necessary affirmative steps to assure that small and minority businesses, women’s business enterprise and labor surplus area firms are used when possible.

Bids received after the above-specified date and time will not be accepted. Bids submitted by fax or email will not be accepted.
Pursuant to Ordinance No. 2016-12-16, a Cone of Silence is hereby imposed on the project identified above. Disclosure: A Cone of Silence shall be imposed upon each RFP, RFQ and bid after the advertisement of said RFP, RFQ or bid. At the time of imposition of the Cone of Silence, the City Manager or his or her designee shall provide for public notice of the Cone of Silence by posting a notice at the City Hall and or electronically. The City Manager shall issue a written notice thereof to the affected departments, file a copy of such notice with the City Clerk, with a copy thereof to each City Councilmember, and shall include in any public solicitation for goods or services a statement disclosing the requirements of this section.
The details of the Cone of Silence restriction upon communications are set forth in Section 1.6 of the Bid documents.
