    INVITATION TO NEGOTIATE

    The State Board of Administration of Florida (the “SBA”) has solicited competitive responses from qualified vendors that are interested and qualified to provide administrative/recordkeeping services for the Florida Retirement System (FRS) Investment Plan and who can assume the role of the FRS Plan Choice administrator for both the FRS Investment Plan and the FRS Pension Plan, effective as of January 1, 2015. The Invitation to Negotiate (the “ITN”) is available as of September 9, 2013, and may be obtained from the SBA’s website at http://www.sbafla.com under the tab “Doing Business with the SBA”. The SBA reserves the right to reject any and all responses and to cancel the above ITN at any time. The deadline for submitting notification of intent to respond and qualifications is 5:00 p.m. (EST), September 16, 2013. The deadline for submitting requests for clarification is 5:00 p.m. (EST), September 16, 2013. The deadline for submitting responses is 5:00 p.m. (EST), October 7, 2013. The SBA announces the following meeting dates, times and locations with respect to this ITN. A meeting will be held on November 1, 2013, to discuss the responses received, and to designate short-listed respondents for interviews and/or onsite visits (if necessary), and further consideration. Interviews and/or onsite visits will be held, if necessary, during the period November 4, 2013 through November 15, 2013 (excluding weekends). A meeting will be held on December 6, 2013, to select a vendor to provide administrative/recordkeeping services for the Florida Retirement System (FRS) Investment Plan and who can assume the role of the FRS Plan Choice administrator for both the FRS Investment Plan and the FRS Pension Plan. All meetings are open to the public and shall take place at the times and location shown below:

    TIME: Unless otherwise provided on the SBA's website, all meetings shall begin at 9:00 a.m. (EST) and continue until the meeting is concluded. The actual meeting dates and times will be posted on the SBA’s website at http://www.sbafla.com at least 7 days prior to the meeting.

    LOCATION: The meetings shall take place in the Hermitage Room (1st Floor), 1801 Hermitage Blvd., Tallahassee, Florida 32308.

    Any changes to the above meeting dates and/or times (including the cancellation of any meeting) will be posted on the SBA’s website at http://www.sbafla.com at least 7 days prior to the meeting.
