    NOTICE IS HEREBY GIVEN that the Florida Office of Financial Regulation has declined to rule on the petition for declaratory statement filed by DFC Global Corp. on June 18, 2018. The following is a summary of the agency's declination of the petition:

    On 6/18/2018, the Florida Office of Financial Regulation (Consumer Finance) received a Petition for declaratory statement from DFC Global Corp. The Check Cashing Stores TCCS is licensed as a money service business in Florida. The Petitioner seeks a declaratory statement as to whether TCCS may satisfy paragraph 560.310 (2)(b) by accepting expired state identification cards issued by any state of the United States or its territories or the District of Columbia, and showing a photograph and signature; expired United States Government Resident Alien Identification Cards; expired passports; or expired United States Military Identification cards; and (2) TCCS and similarly situated licensed check cashers may satisfy paragraph 560.310 (2)(b) by accepting by accepting expired US Permanent Resident cards and expired US Resident Alien Cards. On 9/10/2018, the Florida Office of Financial Regulation issued a Final Order on Petition for Declaratory Statement. The Petition filed by DFC Global Corp. is DENIED. A declaratory statement is not available to Petitioner because the petition does not provide the Office with sufficient information to determine whether Petitioner is a substantially affected person, such that DFC would be a proper party to request a declaratory statement on behalf of Check Mart of Florida under Section 120.565, Florida Statutes and chapter 28-105, Florida Administrative Code.
