    PURPOSE AND EFFECT: The proposed rule amendments are intended to provide for a one-time reduction in application, initial licensure and renewal fees.

    SUMMARY: The proposed rule amendments provide for a one-time reduction in application, initial licensure and renewal fees.

    SUMMARY OF STATEMENT OF ESTIMATED REGULATORY COSTS AND LEGISLATIVE RATIFICATION:

    The Agency has determined that this will not have an adverse impact on small business or likely increase directly or indirectly regulatory costs in excess of $200,000 in the aggregate within one year after the implementation of the rule. A SERC has not been prepared by the Agency.

    The Agency has determined that the proposed rule is not expected to require legislative ratification based on the statement of estimated regulatory costs or if no SERC is required, the information expressly relied upon and described herein: During discussion of the economic impact of this rule at its Board meeting, the Board concluded that this rule change will not have any impact on licensees and their businesses or the businesses that employ them. The proposed rule amendments will result in a savings for applicants and those renewing licenses since the fees are being reduced until February 1, 2019. The rule will not increase any fees, business costs, personnel costs, will not decrease profit opportunities, and will not require any specialized knowledge to comply. This change will not increase any direct or indirect regulatory costs. Hence, the Board determined that a Statement of Estimated Regulatory Costs (SERC) was not necessary and that the rule will not require ratification by the Legislature. No person or interested party submitted additional information regarding the economic impact at that time.

    Any person who wishes to provide information regarding a statement of estimated regulatory costs, or provide a proposal for a lower cost regulatory alternative must do so in writing within 21 days of this notice.

    64B8-3.002 Application, Certification, Registration, and Licensure Fees.  The following fees are prescribed by the Board:

    (1) through (9) No change.

    (10) A one-time reduction in fees until February 1, 2019, shall be as follows:

    (a) An application fee in the amount of $350.00 for a person desiring to obtain the following:

    1. A license by examination, as provided in section 458.311, F.S.

    2. A license by endorsement, as provided in section 458.313, F.S.

    3. A medical faculty certificate, as provided in section 458.3145, F.S.

    (b) An initial certification fee in the amount of $350.00 for a person who is issued a temporary certificate to practice in areas of critical need, temporary certificate for active duty military and veterans practicing in areas of critical need, public health certificate, public psychiatry certificate, or medical facilty certificate and the initial license fee for a person who is issued a license to practice as a physician as provided in section 458.311 and 458.313, F.S. or a limited license as provided in section 458.317, F.S.

    64B8-3.003 Renewal Fees.

    (1) No change.

    (2) The following renewal fees are prescribed by the Board:

    (a) Biennial renewal fee for physicians licensed pursuant to Sections 458.311, 458.3115, 458.3124, and 458.313, F.S., for physicians holding a limited license; and for physicians holding a medical faculty certificate as a distinguished medical scholar, a temporary certificate for practice in areas of critical need, temporary certificate for active duty military and veterans practicing in areas of critical need, a public psychiatry certificate, or a public health certificate shall be $360.00. However the following exceptions shall apply:

    1. through 4. No change.

    5. Biennial renewal fee for physicians licensed pursuant to Sections 458.311, 458.3115, 458.3124, and 458.313, F.S., for physicians holding a limited license; and for physicians holding a medical faculty certificate as a distinguished medical scholar, a temporary certificate for practice in areas of critical need, a public psychiatry certificate, or a public health certificate shall be $250.00 for those who renew their licenses during calendar years 2015 and 2016.

    (b) through (c) No change.

    (3) A one-time reduction in renewal fees until February 1, 2019, shall be as follows:

    (a) The biennial renewal fee for an active license shall be $350.00 for physicians licensed pursuant to sections 458.311 and 458,313; physicians holding a limited license, medical faculty certificate, temporary certificate for practice in areas of critical need, temporary certificate for active duty military and veterans practicing in areas of critical need, public psychiatry certificate, and a public health certificate.

    (b) The biennial renewal fee for an inactive license shall be $120.00 for physicians licensed pursuant to sections 458.311 and 458.313; physicians holding a limited license, medical faculty certificate, temporary certificate for practice in areas of critical need, public psychiatry certificate, and a public health certificate.
