    Reroof Building #1261, Florida State Hospital

    Proposals are requested from QUALIFIED CERTIFIED ROOFING CONTRACTORS by the State of Florida, Department of Children and Families, hereinafter referred to as OWNER, for the construction of:

    SITE: Florida State Hospital, Chattahoochee, Florida

    PREQUALIFICATION: Each prime Bidder shall be state-certified in accordance with Chapter 489, Florida Statutes, as a Roofing Contractor. Bids from firms not able to furnish proof of the required certification are subject to disqualification.

    PROPOSAL: Bids must be submitted in full in accordance with the requirements of the Drawings and the General and Technical Specifications, which may be examined and obtained from the ARCHITECT/ENGINEER:

    BID DOCUMENTS: Full sets of Drawings and Specifications may be purchased from the ARCHITECT/ENGINEER, by payment of printing and handling costs at the rate of $10.00 per bid set or by electronic mail by requesting from bill.bridges@myflfamilies.com.

    MANDATORY PRE-BID MEETING: A mandatory pre-bid meeting will be held on Thursday, October 6, 2016 at 10:00 a.m. local time. The meeting will be held at Maintenance & Facilities Conference Room, 1123 Engineering Road on Florida State Hospital Campus, Chattahoochee, Florida.

    BONDING REQUIREMENTS: See Section B-11 for bid guarantee requirements. See Section C-5 for performance and payment bond requirements.

    BID OPENING: Sealed bids will be received, publicly opened and read aloud:

    DATE: October 18, 2016, Tuesday

    TIME: 2:00 p.m. local time

    LOCATION: 1317 Winewood Blvd., Building #3, Room 205G, Tallahassee, Florida. Opening and reading bids aloud will occur in Building #3, Room 202, Conference Room.

    CONTRACT AWARD: The Bid Tabulation and Notice of Award Recommendation will be posted within two business days, at the location where the bids were opened. If no protest is filed per Section B21, "Notice and Protest Procedures”, the OWNER will award a contract to the qualified, responsive low Bidder in accordance with established departmental contracting procedures (CFOP 70-7). In the event that the Bid Tabulation and Notice of Award Recommendation cannot be posted in this manner, then all Bidders will be duly notified.

    SUMMARY OF WORK

    A. The Florida Department of Children and Families, DCF General Services, Office of Design and Construction and Florida State Hospital will handle the coordination with the contractor on this project.

    B. All work to be performed shall be located on Building #1261, Canteen, Florida State Hospital, Chattahoochee, Florida. The existing building (65 squares plus or minus) roof system consist of a combination of sloped roofs and flat roofs. The sloped roofs contain asphalt shingles and felt over wood deck. The flat roofs contain ballast/gravel and membrane roofing system over wood deck. The Work shall consist of removing ballast/gravel and membrane roofing system on flat areas, install new ¼” per foot tapered insulation, ½” gypsum fiber cover board and 60 mil PVC single ply roof system. On the sloped roof, work shall consist of the removal of asphaltic shingles and underlayment felt, install new Standing-Seam acrylic coated Galvalume Metal Roof. Existing Dormers on the sloped roof portion shall have existing asbestos siding removed by way of asbestos abatement and disposed as per State and Federal requirements. Install new siding on dormers with 24 gauge “Vee-Panel” wall covering. Existing internal gutter system shall be pressure washed and painted with fluid applied roofing. Existing roof material to be removed shall be placed in trash chute to dumpster.
