    NOTICE OF CHANGE

    Notice is hereby given that the following changes have been made to the proposed rule in accordance with subparagraph 120.54(3)(d)1., F.S., published in Vol. 39 No. 163, August 21, 2013 issue of the Florida Administrative Register.

    Subsection (5) is amended to read:

    (5) The “Course Code Directory and Instructional Personnel Assignments 2013-2014 ,” is hereby incorporated by reference and made a part of this rule. The Commissioner may publish the document in appropriate and useful formats such as printed copy, electronic database access, or electronic disc. The directory may be obtained from the Office of Articulation, Department of Education, 325 West Gaines Street, Tallahassee, Florida 32399. The Commissioner of Education may approve additional courses and course descriptions for which funding could be generated through the Florida Education Finance Program. Such additional course listings will be made available as approved. To request a new course, complete Form CCD01, Course Code Directory Request to Add a New Course, which is hereby incorporated by reference and made a part of this rule, effective October 2013. A hard copy may be obtained by contacting the Office of Articulation, Florida Department of Education, 325 West Gaines Street, Tallahassee, Florida 32399, or www.fldoe.org/articulation/CCD/.

    DROPOUT PREVENTION, TEENAGE PARENT, AND DEPARTMENT OF JUVENILE JUSTICE PROGRAMS

    To be “in-field” and “highly qualified” when assigned to Dropout Prevention, Teenage Parent, or Department of Juvenile Justice programs, teachers must be certified in the specific core academic areas being taught or have met the requirements of a High, Objective, Uniform State Standard of Evaluation (HOUSSE) plan, as appropriate.     For teenage parent programs, child care providers serving children three to five years old without a valid teacher's certificate must meet:

    the minimum credentialing standards of a child development associate (CDA) credential -OR- a CDA equivalency as defined in Rule 65C-22.003, FAC.

    Parental Notification for Retained Third Grade Students (Section 1008.25(7)(b)2., F.S.)

    Each district must provide written notification to the parent(s) of any mandatorily-retained student that the child has not met the proficiency level required for promotion and the reason(s) the child is not eligible for a good-cause exemption. The notification must comply with the new provisions of Section 1002.20(15) (20), F.S., and must include a description of proposed interventions and support that will be provided to the child to remediate the identified areas of reading deficiency.

    A student may have the option of early graduation if the student earns 24 credits and meets the graduation requirements in Sections 1003.428 or 1003.4282, F.S. (see Chapter 2013-27, Laws of Florida)

    Cambridge AICE Exams and College Credits

    Both Cambridge International AS and A Levels are considered college-level courses of study and students passing these examinations with a Cambridge grade of E or higher may receive up to 45 hours of college credit or advanced standing based on their scores in these examinations from universities throughout the United States and all public universities and colleges in Florida. Credit is typically awarded based on each subject and examination grade earned.
