PURPOSE AND EFFECT: This rulemaking is to update, clarify, and re-adopt the CE Form 50 (Ethics Complaint), which is incorporated by reference in Rule 34-7.010(1)(b), F.A.C. The changes will indicate in the instructions for completing the complaint form that, to be legally sufficient for investigation, an allegation must be based on personal knowledge or information other than hearsay. The changes will also tailor the instructions to focus exclusively on completing that document, without providing additional general comments about the agency and its processes, and will make stylistic/grammatical changes.
