    NOTICE IS HEREBY GIVEN that the Office of Financial Regulation has received the petition for declaratory statement from MEMO Financial Services on September 13, 2016. The petition seeks the agencys opinion as to the applicability of Electronic Money Orders, as it applies to the petitioner.

    The petition seeks the Office’s interpretation and opinion as to whether Petitioners proposed business model (of developing an electronic money order, to pay everyday consumer bills, to facilitate secured online purchases, and an electronic wallet) remains in compliance with all laws and regulations.
