    NOTICE IS HEREBY GIVEN that the Florida Department of Corrections has received the petition for declaratory statement from Florida Prison Legal Journal.The petition seeks the agency's opinion as to the applicability of Department rules regarding impoundment of publications, notice to inmates and publishers of impoundment of publications, and the donation of stamps by inmates, particularly as it applies to the petitioner.
    Petitioner alleges that staff members at Mayo Correctional Institution have been improperly impounding the Florida Prison Legal Journal’s publications, failing to send notices of impoundment, and disallowing inmates from donating stamps. Petitioner seeks an opinion as to whether such actions violated Department rules.
