    Notice of Receipt of an Unsolicited Proposal

    to develop a Public Parking Garage and Other Facilities

    in the City of Homestead, Florida

    No. 201642

    NOTICE IS HEREBY GIVEN that the City of Homestead, Florida, a municipal corporation of the State of Florida, has received an unsolicited proposal for a qualifying  public-private partnership project pursuant to Section 255.065, Florida Statutes for a 1,000-space parking garage and 40,000-square-foot retail liner to be developed and operated on public land in downtown Homestead (“Project”). The unsolicited proposal also includes a multiplex cinema and family entertainment center with bowling lanes and game room to be developed on land to be contributed by the City. The multiplex cinema and family entertainment center will be privately owned and operated, and will serve to enhance the public parking facility. The City requests and will accept alternative proposals for the Project until Thursday, October 20, 2016.

    Individuals or entities wishing to submit alternative proposals for the Project may do so by delivering sealed proposals to: City of Homestead, Procurement & Contract Services Division, Attn: Xintia Rubio-Rojas, CPPB, 450 SE 6th Avenue, Homestead, Florida 33030. Each sealed proposal submitted should be clearly marked on the outside:  “Sealed Proposal – Public Garage Project.”

    All proposals must be timely submitted no later than 2:00 p.m. on October 20, 2016 and must contain the information and materials required under Section 255.065, Florida Statutes. Any proposal received after 2:00 p.m. on October 20, 2016 will not be opened or considered. Responsibility for submitting timely proposals rests solely with parties submitting proposals. The City will not be responsible for any delays caused by mail, courier service or other occurrence.

    Proposals will be ranked in order of preference by the City. In ranking the proposals, the City may consider the factors set forth in Section 255.065, Florida Statutes, including, but not limited to, professional qualifications, general business terms, innovative design techniques, cost reduction terms, energy efficiency, and finance plans.

    The City reserves the right to reject any or all proposals, or as provided under Section 255.065, Florida Statutes, to award and negotiate an interim agreement and/or comprehensive agreement with the proposer whose proposal best serves the interests of the City. Nothing contained in this notice is intended to be an obligation or binding agreement by the City regarding the Project.

    The City’s Cone of Silence will be in effect during the procurement process in accordance with Section 2-411.2 of the City of Homestead Code. All communications regarding the Project should be sent by email to bids@cityofhomestead.com or mailed to City of Homestead, Procurement & Contract Services Division, Attn: Xintia Rubio-Rojas, CPPB, 450 SE 6th Avenue, Homestead, Florida 33030.

    The City will post notice of a decision or proposed decision regarding contract award on the City of Homestead website.

    All proposals received in response to this Notice will become the property of the City of Homestead and will not be returned. All proposals and related information received will be subject to the applicable provisions of the Florida Public Records Law.
