    PURPOSE AND EFFECT: The purpose and effect of this rule development effort is to create definitions, add new species to the Prohibited species list, and create grandfathering language for proposed Prohibited species currently possessed as personal pets as well as other changes to Conditional and Prohibited species and importation and possession of non-native species during 2019. This effort will improve clarity and conciseness and aid in addressing emerging invasive species issues.
