    PURPOSE AND EFFECT: The Department is proposing to amend the definition of “Vulnerable” to clarify that in order to qualify for coastal armoring, the eligible structure to be protected must be located wholly or partially seaward of the applicable Coastal Construction Control Line. A new model is also proposed to be added to be used to determine vulnerability.
