PURPOSE AND EFFECT: The purpose of repealing this chapter is to incorporate licensing into chapter 28-106. Licensing is a type of proceeding in which substantial interests are affected, already covered in the rules. Rule 28-107.004 is incorporated into proposed new Rule 28-106.2015. Rule 28-107.005 is incorporated into proposed new Rule 28-106.501.
