    PURPOSE AND EFFECT: The purpose and effect of this rule development effort is to establish or revise rule provisions during calendar year 2019 associated with general prohibitions pertaining to wildlife and freshwater fish resources, take of wildlife and freshwater fish with a gun at night, possession of wildlife or freshwater fish or carcasses, introduction and inspection of carriers of disease, importation of wildlife species in the family Cervidae, possession and release of live mallards, importation and possession of carcasses from wildlife species in the family Cervidae, exclusion of certain areas from open season, access prohibition on certain areas, the prohibition on take of wildlife on roads and rights-of-way, the procedure for closing water control district roads to hunting, and Florida black bear conservation.
