    PURPOSE AND EFFECT: The purpose and effect of this rule development effort is to establish or revise rule provisions during calendar year 2019 associated with the establishment of areas as wildlife management areas, wildlife and environmental areas, wildlife refuges, bird sanctuaries, restricted hunting areas, critical wildlife areas, fish management areas, or miscellaneous areas; and the opening or closing of areas other than restricted hunting areas, bird sanctuaries or critical wildlife areas.
