    6A-3.016Responsibilities of Deputy Commissioner for Finance and Operations for Student Transportation

    PURPOSE AND EFFECT: This rule is to be repealed.

    SUMMARY: This will eliminate redundant responsibilities and oversight of the Deputy Commissioner for Finance and Operations for insurance studies, school bus shop plans, bus purchasing plans and local record keeping, all of which are responsibilities of local school districts. This repeal will also streamline rules by moving the recordkeeping requirement for school districts to use the department’s Online Bus Inventory Application, from rule 6A-3.016, F.A.C., to rule 6A-3.0171, F.A.C.

    SUMMARY OF STATEMENT OF ESTIMATED REGULATORY COSTS AND LEGISLATIVE RATIFICATION:

    The Agency has determined that this will not have an adverse impact on small business or likely increase directly or indirectly regulatory costs in excess of $200,000 in the aggregate within one year after the implementation of the rule. A SERC has not been prepared by the Agency.

    The Agency has determined that the proposed rule is not expected to require legislative ratification based on the statement of estimated regulatory costs or if no SERC is required, the information expressly relied upon and described herein: The fiscal impact of the rule repeal will be minimal and should not approach $200,000 per year. Further, the repeal is not expected to have any impact on economic growth, business competiveness, or any other areas listed in section 120.541(2)(a), Florida Statutes.

    Any person who wishes to provide information regarding a statement of estimated regulatory costs, or provide a proposal for a lower cost regulatory alternative must do so in writing within 21 days of this notice.
